This investigation mainly discusses the present situation,effects and problems of Rural teachers support plan from the perspective of rural teachers.This study resolved the implementation situation,effects of the policy into dimensions based on the policy targets and also developed research tools.The researcher conducted a questionnaire survey which involved 184 rural teachers in 18 schools in X County of Gansu Province,and had a depth interviews with school district director,rural school principals and rural teachers.In the current implementation,statistics results from collecting data,the im plementation of X County's “Rural teachers support plan "is generally good,th e income of rural teachers has been greatly improved,the working and living conditions of rural teachers have been improved,Such as the implementation o f rural teachers' turnover dormitory,canteen,class access to ICTs was success ful.But from the perspective of plicy implementation,from the feelings of th e rural teachers,rural teachers support plan facing with the following problems,should attract the administrative department of education especially the educati on policy makers ‘attention: firstly,the policy is not good to improve the prof essional attraction of rural teachers;secondly,the effect of promoting rural teac hers' professional development is limited;thridly,the honor system of rural tea chers has no significant effect on teachers' motivation.The poor results of the implementation of Rural teachers support is that there were some problems in t he implementation process,mainly in four aspects.firstly,the effect of massive policy propaganda is poor,rural teachers have little awareness of the policy,th e policy effectiveness of teachers was very little;secondly,the lack of grass-ro ots educational policy advocacy;thridly,Measures to improve the treatment of rural teachers are not fully implemented;fourthly,the degree of improving the working and living conditions of rural teachers is not enough;fifthly,the poli cy resources are limited.According to the conclusions above this research,we attempts toput forward the following suggestions: firstly,set up educational policy propaga nda department at grass-roots level;secondly,improve the quality of the grassroots policy advocates;thirdly,attach more importance to the construction of r ural teachers' Activity Center;fourthly,focus on the implementation of teacher allowance system;fifthly,implement the rural medical examination policy pract ically;Sixthly,Set up the standard of food for rural teachers,improve the nutr itional level of meals;Seventhly,strengthen the training of rural teachers,impr ove the training effect;finally,improve the material reward and enhance the in centive effect.
