As the pioneer of the development of social work services in the country,Shenzhen has gradually built a “Shenzhen Social Worker” business card with professionalism after more than ten years of development.At the same time,Shenzhen social work services continue to face external pressures of new managementism and service accountability to explain the effectiveness of organizational operations to the public.The current evaluation of social work services is still in a period of low recognition and slow development.The introduction of performance evaluation as an effective organization management tool has become a topic worthy of attention and discussion.This paper starts from the related concepts of social work service performance evaluation,and analyzes the core concepts of social work service organizations and performance evaluation.The article uses the theory of social service accountability as the theoretical basis and analytical framework,and adopts qualitative research methods.Based on a large amount of literature,it is collected through interviews with nine social work service agencies and four industry organization appraisers in Shenzhen.Information and use NVivo11.0 qualitative software to encode and analyze the interview data.Combined with practical observations and interviews,the research found that: First,the performance evaluation of Shenzhen social work service institutions is a system of success and has its own characteristics.Since the performance evaluation of social work organizations was carried out in 2009,Shenzhen has basically formed an evaluation system ccommissioned by the government,implemented by third-party independent evaluation agencies,and participated in the evaluation of social work service organizations.The performance evaluation of the institutions over the years has followed the relatively unified evaluation agenda delineated by the government.The evaluation method has been changed from the previous summary assessment to the dynamic assessment,and the participation of multiple evaluation subjects has been added.The overall performance evaluation is from the contractual integration of service output.The regulatoryassessment gradually shifts to a performance-oriented performance assessment.Second,the performance evaluation of social work organizations is insufficient,and there is no care and reflection on the level of responsibility.Although the performance evaluation of the organization is effective in terms of organizational norms,industry supervision,resource orientation,and employee incentives,the problem cannot be ignored.Combining practical reflection and interview coding,it is found that the performance evaluation of social work organizations has the problem of “involution”in service evaluation in terms of professional accountability,management accountability,legal accountability,public accountability,etc,that is,although institutional evaluation is being promoted regularly,there is still no substantial gain;Third,the performance evaluation system for building cooperative governance should become a new development strategy.In the face of torture and torture,the service evaluation of social work institutions should focus on the internal “self-discipline”energy-increasing assessment on the basis of the “other law” supervision and evaluation of multi-subject interaction,so as to achieve cooperative governance.
