With the development of market economy,the improvement of social structure and the transformation of government functions in China,the current social service system is unable to meet the people's growing demand for individualized and diversified services.Especially under the environment that the social contradictions and interest conflicts have become increasingly apparent and acute,which makes the original social management and service system can not fully reflect the demands of all sectors of society.At this time,as an important support of the modern social service system,social work institutions play an important role in improving the modern social service system,improving the modern social service mode,and meeting the growing social service needs of the people.Under the active transformation and leapfrog development of society,not only the functions of the government have undergone important changes,but also social organizations and related institutions have begun to carry out the action of transformation and innovation.Under the unified support and arrangement of government funds,social work institutions have shown a good development trend,but the problems of survival,development and capacity improvement inevitably exist under the superficial prosperity.Therefore,exploring the capacity building of social service institutions and expanding their living space have become the key part to the development of social work institutions.This paper attempts to take the process of improving professional service capacity of L social work service agencies in S city as the basic material to explore the peroblem that how social work institutions participate in social public services to obtain living space under the action field created by "strong social capital" such as the government,and how to use social networks and service performance to promote their own ability so as to get rid of the constraints.Specifically,this paper mainly focuses on the following issues:Firstly,what is the relationship among the government,associations,institutions and service objects under the highly non-governmental social organization network established by the government?In actual operation,how do multiple subjects interact with each other?Although "small government,big society"has always been advocated,in this strong social context,the government is still in the leading position,because of its own resources and policy-making.As supervisors,trade associations play a certain role in supervising social work institutions,but they also have the suspicion of "coercion".Social work institutions are more responsible for playing the role of service providers,who provide services to clients.These powers,resources and policies will influence the actions of social work institutions more or less.To some extent.the weight of these forces also reflects their relationship with social work institutions.This paper tries to clarify these relationships by answering this question.Secondly,facing the influence of external resistance,how can social work institutions effectively cope with the lack of self-development and capacity-building,and what are the good strategies to improve professional service capacity?And what are the good strategies to improve the capacity of professional service under the problem of their own lack of development and capacity building?In the space of restriction and autonomy,social work institutions must first solve the contradiction between resource scarcity and vision realization,and satisfy the requirements of the government and the needs of the clients.Social work institutions actively interact with external social resources,open channels,standardize internal systems and improve methods,then enhance the quality of service projects through"binding","bridging" and "connecting" social networks.In this paper,the writer tries to present the path of professional upgrading of social work institutions through three projects of L social work service agencies.Thirdly,in the process of social work operation,what are the tools of external supervision and internal restraint?How can we achieve effective supervision and evaluation and promote the rapid improvement of professional service capacity of social work institutions?From an operational standpoint,what S city adopts is service performance evaluation,which is also a common practice adopted by the current industry.In addition,L social work service agencies also carries out service supervision by itself,restricts service action and behavior through its own way,and launches service in the autonomous space under this norm.These changes and regulations of operation bring about changes in service attitude,quality and effectiveness,which balance government support and independent development,and maximize social benefits.Through the above research,this paper attempts to explore the problem of professional service ability of social work institutions and the ways of improving it through the application of social network and performance evaluation of L social work agencies.This paper is divided into five chapters.Chapter 1 is the introduction,which briefly describes the research background and significance,research ideas and methods,combs and reviews the literature review,and redefines the main concepts and theoretical perspectives.Chapter 2 is the introduction of the development status of the professional service ability of L social work agencies in S city,including the general development situation of social work service institutions in S city and the development history and status quo of L social work agencies.Chapter 3 is the practice of social network upgrading for the capacity-building of L social work agencies in S city.It makes a deep analysis of the impact mechanism of three modes of social network(binding,bridging and linking),and combines with three specific service practices of L social work agencies.Chapter 4 is about the promotion of performance evaluation to the professional service ability of L social work agencies in S city.It analyses the promotion effect of L social work agencies'service supervision and S city's performance evaluation on the professional service ability of social work institutions.Chapter 5 summarizes the problems of professional service ability of L social work service agencies in S city,and puts forward some suggestions and feasible paths,in order to better promote the long-term development of Social Work Institutions in the future.
