| Education is not only about people’s livelihood,but also about social progress.Among them,basic education in the public service system should be based on the primary position,in the field of training talents and improving national quality has a very critical basic function.The outline of the national program for medium-and long-term education reform and development(2010-2020)said that China should give priority to education to build itself into a country with strong human resources.At present,the year of 2020 is just around the corner,so it is of great practical significance to create an environment for cultivating more high-quality talents and how to reduce the regional differences in the public service of basic education so as to achieve the goal of equal education service.New era based on the spirit and the party’s 19 jinping the ideas of socialism with Chinese characteristics as a guide,comprehensively implement the party’s education policy,focus on the basic equal education present situation of the 4 areas inside city of baotou,aims to explore the effective measures to further realize basic education equalization of public services,and provides some references for related research.Baotou is one of the important cities in Inner Mongolia autonomous region,and its public service quality of basic education ranks among the best in the whole region.The four districts in Baotou city,which are very representative of the level of basic education equalization,are also full of famous schools.The development of basic education equalization in the four districts is the key to measure the basic education equalization in Baotou city.Due to urban development,economic development,the influence of subjective and objective factors such as financial investment,Baotou based education equalization periodic problems in the current development,such as: basic education standardization construction does not reach the designated position,managerial condition is not balanced,the teachers’ overall situation such as uneven legacy,analyzes its main reason is that the difference in their regional economic development level,equal restricts the city’s overall development;Uneven distribution of quality education resources and imperfect related systems hinder the equalization of basic education.By comparing the countries and regions with mature development of basic education equalization at home and abroad,this paper draws lessons from the financial system of basic education in the United States,the standardized management of Japan and the standardized management of reasonable resources in Singapore.Meanwhile,it has learned from Shenzhen to increase the degree of basic education and actively introduce high-end talents.Learn from Shanghai to deepen the reform of education system and improve the flow mechanism of teacher resources.By referring to the excellent experience,this paper puts forward some suggestions to our city to promote the equalization of basic education from four aspects: perfecting the funding guarantee mechanism,scientifically coordinating the basic education to expand and optimize the project construction,deepening the comprehensive reform in the field of education,and implementing the plan of cultivating famous principals and teachers.In short,to strengthen the balanced development of basic education,we must fully mobilize the multiple forces of society,government,schools and families to build high-quality schools through various cooperative ways,each taking his own responsibility,and effectively improve the quality of education public service in Baotou. |
