Education is the foundation of national development in the long run;and teachers,the foundation of education.Zhungeer Banner,adhering to such concept of educational development,always puts the teachers' team construction in the first place in the educational work,and aims at creating education that the people are satisfied with.In recent years,Zhungeer Banner has paid close attention to the construction of teaching staff,promoted balanced development of compulsory education and poverty alleviation through education,and made great efforts to improve conditions for running schools and optimize the allocation of educational resources.Thus the level of running schools as well as the outlook and capacity of educational development have been greatly improved.However,restricted by economic,staffing,policy and other factors,the situation of the construction of the teaching staff in Zhungeer Banner is not optimistic,and the loss of primary and secondary school teachers is relatively serious.Therefore,it is of great practical significance to study the problem of brain strain and put forward countermeasures to solve it.This case study fully summarizes the current situation and characteristics of brain strain in primary and secondary schools in Zhungeer Banner in recent years.Maslow ' s Hierarchy of Needs,Barnard's Management Theory and Kast's System Management Theory have been used to analyse the reasons behind the loss of teachers,which consist of insufficient management of the local government and schools,as well as the identity crisis of individual teachers.To solve the problem,the local government should scientifically use its power,pay attention to the professional development of teachers,improve the education management system,reasonably reduce the burden of teachers,build and improve education infrastructure,optimize the humanistic environment,and jointly boost the development of education with local schools.As for the local schools,the administrators should give full play to its duties,strengthen the construction of school management team,work together to update the school management concept,promote the school system reform,and improve the mechanism for democratic participation of teachers,incentive mechanism for performance and teacher evaluation mechanism.At the same time,the administrators should strengthen the humanistic care of teachers in all ways,get close to teachers,and increase contact and communication with teachers so as to enhance the cohesion of the teaching staff.As for individual teachers,they should try their best to bring their initiative into play,make clear career plans,establish the concept of collectivism,carry forward the spirit of dedication,and consolidate the authority of teachers.This study hopes to provide policy guidance for the construction of the teaching staff in Zhungeer Banner,and empirical case reference for the construction of the teachers' team in basic education in other parts of China.
