In2000, at the same time that China has achieved the popularization ofcompulsory education, the new problems of educational-imbalance have beenemerged in the development progress of compulsory education. In this context, thebalanced development of compulsory education has become the key point of thedevelopment of compulsory education in China. As the elapse of time, the balanceddevelopment of compulsory education has become connotative development fromdenotative development gradually, in this process, balanced development ofcompulsory education policy has played safeguards function to promote the balanceddevelopment of compulsory education. However, as the existence of the boundedrational, any education policy need to be developed gradually. Therefore, it is veryimportant that taking a evaluation for balanced development of compulsory educationpolicy ensure the effective promoting of the balanced development of compulsoryeducation, then it depends on whether there is a unified evaluation criterion. Fromthis point of balanced development of compulsory education fundamental policy, thispaper attempts to put forward the evaluation criterion framework of balanceddevelopment of compulsory education fundamental policy, it can not only enrich thetheory study about the balanced development of compulsory education, at the sametime, also provide a reference criterion for the evaluation of the balanceddevelopment of compulsory education fundamental policy.In this paper, the balanced development of compulsory education fundamentalpolicy’s evaluation criterion was selected as the point of penetration, in the guidancewith the formulating method and steps of education policy’ evaluation, the balanceddevelopment of compulsory education fundamental policy’s evaluation criterionframework was put forward. The text is divided into five chapters: The first chapter isintroduction, which introduced the reason by selecting this topic, the significance ofthis research and the research programs; the second chapter is the definitions ofrelevant concept and theoretical basis; the third chapter is object’ analysis of the balanced development of compulsory education fundamental policy’s evaluation; thefourth chapter, the significance, principle, method and steps for formulating thebalanced development of compulsory education fundamental policy’s evaluationcriterion framework; the fifth chapter is the balanced development of compulsoryeducation fundamental policy’s evaluation criterion framework. The balanceddevelopment of compulsory education fundamental policy’s evaluation criterionincludes three dimension: the establishment evaluation, implementation evaluationand results evaluation, twelve criterion scientificalness of target, the definiteness ofcontent, feasibility,the executant’s attainment, executing agency, implementation,execution environment, execution inspection, effectiveness, efficiency, satisfactionand fairness.
