In2006, western rural areas began to carry out,2007, extended to the whole country. The policy of restricting the development of rural compulsory education in an attempt to solve the funding problem, universalization and consolidation of compulsory education of nine years, the rational allocation of compulsory education resources, improve the "county-based" management system, accelerate the development of rural compulsory education.Many studies have focused on the "new mechanism" in the rural areas of education investment, reduce farmer burden, family education and enrollment rate plays a role, little empirical research on comprehensive assessment of the policy on China’s compulsory education funds allocation effect. This study used our country east,2005-2007, six western provinces (area) all at the stage of compulsory education data, using statistical description and base the Buddhist nun coefficient analysis method, divided into national, regional (East, West, in the county), in three dimensions, a comprehensive measure of the" new mechanism" policy before and after the implementation of compulsory education equilibrium configuration changes, assessment of" new mechanism" policy on the promotion of compulsory education funds allocation effect, to further deepen the reform, promote the fairness of compulsory education provide theoretical basis.Results of the study found that,"new mechanism " of policy carry out, promoted from the government financial allocation of budgetary income allocation equilibrium degree; average budget income and average education expenditure index is not balanced problem still very serious primary school; the educational expenditure index balanced degree compared with junior middle school.Based on the above conclusions, the government should continue to increase the total education funds invested in the western and Middle region, and pay attention to education in the stage of education balanced distribution, reduce the junior middle school educational funding the disequilibrium degree; a substantial increase in investment in education foundation, according to the actual situation to make reasonable security standard; reasonable adjust urban and rural, regional, school funding allocation standard; various government should make clear of their own responsibility, improve and perfect for sharing mechanism, strengthen transfer payment, in the area under the jurisdiction of education fund reasonable configuration; the school should play to their initiative, extend financing channel, improve the extra-budgetary revenue financing ability, in order to promote the balanced allocation of compulsory education funds, to realize the balanced development of compulsory education.
