The core task of higher education development is to constantly improve the quality.In 2000,39 universities published the undergraduate teaching quality report first.After that,the undergraduate teaching quality report system construction is more and more perfect,including the construction of the legal system,the construction of the organization,the improvement of the evaluation standard and the construction of the expert team.There are more and more literatures related to undergraduate teaching quality reports.However,the development of undergraduate teaching quality report is not mature,there are still many related problems,for example,education administrative organs system construction is not sound,colleges and universities quality consciousness is indifferent,educatees lack of participation in school management,etc,it is necessary to continue tostudy and in-depth research.Through the study of Inner Mongolia university undergraduate teaching quality report,help to accumulate the teaching quality in colleges and universities report writing and publishing experience.Based on the theory of total quality management and school effectiveness,this paper adopts text research method and comparative analysis method to analyze the undergraduate teaching quality reports of 17 universities in Inner Mongolia autonomous region.By collecting text and universities of undergraduate teaching quality report "of teachers and teaching conditions,teaching construction and reform,the construction of the quality assurance system,students' learning effect,characteristic development,need to solve the problem of" six part has carried on the comparative analysis,found in Inner Mongolia university undergraduate teaching quality report publishing platform is dispersed,release time lag,text rigour needs to be slightly increase,the standardization of the content and structure of improvement,etc.The undergraduate teaching quality report also has the following problems:incomplete quality information,tendency to display achievements,avoidance of problems,and lack of smooth feedback channels.Based on the existing problems,the author further analyzes the reasons from the perspectives of educational administrative organs,universities themselves,educatees and employers.The Suggestions forimproving the quality report of colleges and universities in Inner Mongolia autonomous region draw on the advantages of national key colleges and universities,and combine with the author's opinions such as "encouraging colleges and universities to present practical problems objectively,promoting the efficient operation of internal organizations of colleges and universities and establishing perfect information feedback channels",hoping to provide valuable references for colleges and universities to improve the publishing level and teaching quality.
