The report of the 19 th National Congress of the Communist Party of China says,"Efforts should be made to make every child enjoy a fair and quality education".Preschool education is the cornerstone of basic education,which has a profound impact on children’s future in the aspects of habits cultivation and mentaland healthy growth.Considering the society’s concern for the quality of preschool education and the current situation of unbalanced allocation of overall educational resources in China,this paper makes a systematic study on the preschool education in chengdu from the aspects of supplyquantity,supply structure,development of teaching staff,education development status,fundinvestment,policy guarantee and so on.On the basis of literature research,this paper focuses on the use of questionnaires,interviews and other research methods to analyze the development of preschool education in Chengdu.In recent years,pre-school education in Chengdu has developed well as a whole---the educational investment keeps growing,the number of public welfare kindergartens increases year by year,as well as the increasing rate of school-age children enrolled in kindergartens.However,there are also structural imbalanceproblems such as the relatively insufficient number of public welfare kindergartens,the large difference in the education qualitybetween different institutions,the unbalanced investment in pre-education,and the unsatisfied demand for high-end education.Through the investigation of different regions and community groups in Chengdu,as well as the analysis of policies and government statistics issued by governments at all levels,this paper abstracts a new understanding of the development of pre-school education under the background of rapid economic development and unbalanced development,which not only shows the common understanding of "difficult and expensive to enter the kindergarten",but also presents the different understanding of the quality of pre-school education.It’s a commonsense that the number of public welfare kindergartens does not meet the demand from the public.People cry formore high-quality kindergartens.Facing the demand trend and problems of preschool education in Chengdu,this paper analyses the causes of these problems from the aspects of history,legal system,education funds,management system and the change of demand for education content,puts forward some developing polices to have the preschool education being taken into the basic public service system,accelerate the making of local laws and regulations of preschool education,and incorporate the preschool education into the compulsory education system.At the same time,this paper makes suggestions to increase the investment in preschool education,improve the management system to promote the healthy development of preschool education,strengthen the build of preschool education full-time teachers’ team from improving the quality and treatment,and establish a long-term mechanism for the team of preschool teachers,so as to expand the coverage of GSP kindergartens.The author advocates the development of preschool education in various forms,such as running nongovermentalkindergartens,conglomeration of pre-school education,and preschool kindergartens with specialists fromcolleges and universities.The author also suggests that the problems of preschool education development in Chengdu should be solved through the regulation and control of the government and the market.
