Contradiction Between Supply And Demand Of Public Sports Services And Supply Side Governance From The Perspective Of Village Form

With the changes of rural economic and social environment,the characteristics of rural residents' sports demand are more complex and diverse.The traditional government “planning management” of rural public sports services is gradually difficult to adapt to the rural sports environment,and the government-side behavior and needs of the supply side.The contradiction between supply and demand between the villagers' demands for sports has become increasingly fierce,and has become an important bottleneck restricting the sustainable and healthy development of rural sports.Therefore,based on the village form of rural settlement geography,the contradiction between supply and demand of rural public sports services and the proposition of supply side governance are studied.The research mainly adopts the paradigm of qualitative analysis.The main research methods are the literature data method,the field investigation method and the resident interview method.The research idea is based on the discussion of the relationship between the village(administrative village)form law and the supply and demand characteristics of the village public sports service.It analyzes the connotation and performance,theoretical roots and realistic incentives of the contradiction between rural public sports service supply and demand,and finally the supply side governance.The necessity and path have been interpreted and constructed.Studies suggest that 1)The characteristics of supply and demand of rural public sports services are closely related to the form and pattern of villages.The differentiation of residents' concentration,travel convenience,neighborhood closeness and production and lifestyle in concentrated,group-type and scattered villages It has led to differences in sports environments such as sports participation,sports contact exchange,and sports culture needs among residents of different forms of villages.The sports environment reflected by different villages determines the supply and demand characteristics of the corresponding public sports services.The specific performance is that the supply and demand quantity,supply and demand structure,distribution layout and supply system of the village public sports services are affected by the village form.2)The low degree of convergence between the supply elements of rural public sports services and the characteristics of villages is an important aspect of the contradiction between supply and demand,that is,the population size,population concentration,spatial distribution ofresidents and production and life relations of different forms of villages and village public The mismatch,incompatibility and imbalance of the supply quantity,structure,layout mode and supply system of sports service,the intensity of the contradiction between supply and demand is generally characterized by scattered villages > group-type villages > scattered villages.This aspect stems from the marginality of the government's administrative supply,unpaid supply and the low representation and supply status of the collective sports demand of the residents caused by the pure public product attributes and characteristics of rural public sports services.It is difficult to comprehensively take into account the differences between the village forms.The particularity of the sports service demand environment.The reality factor is the long-term influence of the government's “planned supply”.The actual supply of rural public sports services has the problems of rigid supply system,unified supply quantity,homogenization of supply structure and centralized distribution distribution.The deviation between the village form and the law of supply and demand of public sports services.3)The supply system of rural public sports service,supply quantity,supply structure,distribution and distribution methods and other supply-side factors have a low fit with the village form environment.Objectively require that the precise management of the contradiction between supply and demand should be based on the logic of the village form.Implement supply-side reforms.Specifically,it is necessary to promote and implement in all aspects “to improve the flexibility of the governance system,to ensure the equality of residents' sports rights,to improve the suitability of supply and demand structure as the core,to improve the scientific nature of the distribution layout” the systematic reform measures.
