The form of the staff representative assembly system is one of the contents of the grassroots self-governance system in China.This form exists in colleges and universities in the form of a system of faculty and staff representative conferences(hereinafter referred to as the conference).The implementation of the system of teachers’ congress has,to a certain extent,given the support and protection of college teachers and staff members in participating in the conference.For colleges and universities,the important form of democratic management is that teachers participate in the Teachers’ Congress.The democratic management of colleges and universities can’t be separated from the active participation of teachers.Therefore,the motivating mechanism for college teachers to participate in the conference is of great practical significance.This article consists of five parts: The first part is the introduction,which mainly introduces the origin and significance of research,the research status at home and abroad,the definition of core concepts,the research methods and the overall framework of research;the second part is the first chapter of the article.It is mainly to study the evolution of the participation of teacher groups in the H University and its incentive mechanism.It explains and analyzes from three aspects: the evolution ofcollege teachers’ participation in the Teachers’ Congress,the incentive mechanism of the H University teachers’ participation in the Teachers’ Congress.The third part is the second chapter of the article.It specifically studies the positive incentive mechanism for the participation of the teachers of the H university in the Teachers’ Representative Conference,which includes three aspects: positive motivation level,positive motivation external motivation level,positive motivation internal motivation level in the H University teachers’ participation in the Teachers’ Congress.The fourth part is the third chapter of the article.It specifically studies the negative incentive mechanism for the participation of teachers in the H University,including three aspects: the H University teachers’ participation in the conference negative incentive level,negative incentive external motivation level,and negative incentive internal motivation level;the fifth part is the fourth chapter of article which mainly studies the path of the college teachers’ participation in the inspiring mechanism of the teachers’ congress,including three aspects: optimizing the overall thinking of the incentive mechanism for college teachers participating in the conference,strengthening the positive incentive mechanism,and reducing the negative incentive mechanism.The above is the overall framework and related content of this article.This paper mainly uses three research methods: literature research methods,case studies,and investigation methods.The literature research method is mainly to organize and analyze the first-hand data which provided by the relevant heads of the H universities,and through the summary of the previous domestic and foreign related research and the extraction of content;Case study is to study the teachers of the H universities as a research object,because the most representative form of democratic management in colleges and universities has a certain degree of universality in the operation of the colleges and universities in the country.The H universities have a certain degree of representation in institutional development and the work of the conference.In recent years,there have been incidents involving the core interests of teachers and staff in the H universities,such as the flow of personnel in schools and the construction of campuses.Faculty and staff have provided practical opinions or suggestions on school construction,school management,and school development.The teachers’ attention toall aspects of the school can be learned from the proposal of the conference of the teachers’ conference of the H universities in recent years.The survey method is mainly to use interviews and questionnaires to understand the situation of H university teachers participating in the teacher’s conference and the incentives in the process.Through these two methods,we learned about the operation of the H university teachers’ congress,teachers’ participation in the congress,the work of the trade unions,and the status of the proposal of the congress.This is an important way to promote the progress of democratic management in colleges and universities.The basic power of teachers to participate in the conference is not only the implementation of the form,but it plays a real role in the actual operation of the conference.
