Research On The Construction Of Research Data Governance Model In Universities

Under the policy background of “accelerating the modernization of the national governance system and governance capacity”,the breakthrough points of development in the era of big data and policies have gradually turned to data governance.With the development of science,the research form driven by research data makes the importance of research data increasingly prominent.As one of the research centers,universities produce a large number of research data,and the speed is fast,but the status is not satisfactory.The phenomenon “pay attention to quantity and despise quality,pay attention to production and despise governance” often appears.In the face of increasing research data,how to make full use of them and manage them in an orderly manner requires control from a macro level.The reason for further discussion on the current state of research data confusion is that due to the imbalance between the whole process of research data activities and all participants,it is impossible to form a comprehensive governance of each link.Therefore,universities need to control the research data activities from a macro level,so research data governance emerges as the times require.Learning from the data governance operations in the government,enterprises and other fields,university research data governance is a new concept.However,the role of governance should not be underestimated.In the face of the introduction of the new concept,how to enable researchers and other governance participants to understand research data governance as soon as possible,to clarify the purpose and principles of governance,and to construct a research data governance model is necessary.Firstly,based on the research status at home and abroad,this paper defines fuzzy concepts such as data governance,data management and data quality management.Secondly,it clearly points out the characteristics and concepts of research data,and clarifies the connotation and scope of research data governance in universities.Then,the theory of collaborative governance is introduced in a high view,then the data life cycle theory and stakeholder theory are taken as the starting point.Thus,all these three theories form the theoretical basis of this research.Through the selection of researchers at home and abroad,this paper conducts semi-structured interviewsto obtain direct information,use qualitative analysis software and summarize the node map of research data governance.This paper analyses governance elements from the theoretical guidance,governance background,research data,personnel management and effectiveness test and then builds a research data governance model.Through the three safeguard measures of motivation,coordination and execution,the static model and dynamic safeguard measures are combined to discuss the governance application research.Finally,the availability of the model is further demonstrated through the application analysis of the governance planning,implementation,and optimization phases.In this way,a complete theoretical model is formed to provide a reference for future practice.The innovation of this paper is: According to the characteristics of research data of colleges and universities,governance participants are divided according to the degree of relevance: core,crouching,and margin,and then this paper analyzes governance responsibilities of participants.By extracting the interview results layer by layer and analyzing the scientific data governance elements,the research data governance model is established,meanwhile this paper improves the back-end expansion research of the model by discussing the model operation guarantee measures and application analysis.
