Research On The Construction Of Public Employment Service System In Dalian Changxing Island Economic Zone

Employment is an important way for workers to satisfy their own development needs and realize their personal value and social value.Adequate employment is an important yardstick for measuring the economic development and social security level of a region.As one of the main components of public service,public employment services shoulder the role of short serving the market and promoting the employment of vulnerable groups.The development of the Dalian Changxing Island Economic Zone in more than ten years can not only reflect the industrial development track of other backward regions in China,but also have distinctive characteristics of its own development,and have experienced severe challenges and continuous breeding of new economic growth points.Therefore,it can be used as the blueprint to limit the scope of the "employment service system".It is of practical significance to provide a path for the construction of employment service system in the areas with similar conditions,and to promote the quality and efficiency of the local employment service in Changxing Island.From the implementation of employment policy,the development of employment service institutions and the information construction of public employment service,this paper introduces the development status of the public employment service system in Changxing Island area in recent years,and reviews the relevant practice of the innovation employment service in this region in recent years.According to the analysis of the data of the unemployment sample,it is found that the service supply in the public employment service is not equal,the information transfer function of the human resource market is not sound,and the input-output of the skill training is not high.In view of the related problems,the causes of the problems are analyzed from three aspects,namely,employment system,regional market and historical development.Learning from Japan,Germany,Canada and other foreign and Taiwan,Hangzhou,Suzhou and other places of innovation and practical experience.This paper puts forward the rationalization countermeasures and suggestions of integrating various kinds of employment service resources,making full use of employment support policies,making full use of the employment support policy,fully mobilizing all kinds of resources service employment,both inside and outside,and relying on team construction to improve the quality of employment service.
