The Research Of Government Support For The Employment Of Rural Returned College Students From R District In Chongqing

In recent years,the difficult employment problems of university students have aroused extensive attention in society.However,there are more than one thousand university students returning hometown and waiting for employment every year in R District,Chongqing,one third of them are registered rural residence,and relative to the university students who registered urban residence,the university students who registered rural residence need more time to find a job,some among them has been waiting more than three years.What is even more serious is that in the few years there were unemployed university students committed suicide,or suffering insanity,or becoming criminals,which has aroused the importance of the government.For another,because R District is the heartland of Chengyu urban agglomeration,where is having rapid economic development,at the same time,the labor shortage of R District is prominent,so the contradiction between the the difficult employment problems of university students and the labor shortage is becoming a prominent problem.Based on relevant reseaRh at home and abroad,this thesis chose two hundred and twenty university students who registered rural residence to do the empirical reseaRh,by the means of sending out questionnaires,personal interviews,we knew the employment current situation and problem of the university students who registered rural residence,besides,we analyzed the R District government's employment policies which were making for supporting the university students who registered rural residence,and evaluated the policies' executive condition,at last we drew on the lessons of the relevant experience at home and abroad,then reached the following conclusions.(1)The main employment supporting policies of R District government are the following,one kind of them is obedient model,such as "three support public policies and one assistance" program.College student village officials policy and so on;the another kind is innovative pattern,such as Native talents village officials policy,“New Rural Bellwethers“program and so on.The current problems in government support are summarized as follows:firstly,policy implementation is not in place,including the short of propaganda,execution,and supervision.The second is lack of promotion policies for employment of rural college students.The third is lack of systemicity.At last,social support is not enough.(2)Policy implementation lacks scientific assessment and supervision system.lack of reseaRh on the situation of rural students returning from rural areas,neglecting the structural imbalance of the job market,many politicians and unclear duties,the obstacles to the household registration system still existing are the reasons why the government supports the problem of rural students returning home to school in R Distric.(3)Based on the empirical reseaRh,the countermeasure for the government's employment supporting policies setting which for the the university students who registered rural residence are the following.The first isSerious implementation of the superior policy.The second is to design sone policy only for rural graduate.The third is more inclinedto accelerate the formation of a scientific and practical government support system,including scientific and practical information systems,adequate policy and regulation systems,enhance the vitality of the employment system for rural returnees.The last is to strive to attract social support.
