| The optimization of management system of test paper development experts in senior high school entrance examination mainly refers to the optimization of rules,processes and action principles of work arrangement for experts engaging in test paper development and educational measurement in senior high school entrance examination.Some problems have been identified during the management of these test paper development experts in S city,namely,"the difficulty in personnel selection,employment,utilization and management",the problem of which in different provinces and cities and among different types of experts shares some similarities.By virtue of participatory observation and case study,this paper describes the current situation of the management system of test paper development experts in senior high school entrance examination.Through the combination of the analysis of the current situation of the expert selection system,employing system,regulatory requirements and support system with classic cases in test paper development expert management,it is found that there are four reasons why these problems emerge:the first reason is the lack and imperfection of the management system;the second reason is that the management system hasn’t or is hard to be implemented;the third reason is that the implementation effect of the system is far from satisfactory;the last reason is that such management system is a kind of scare resource.Therefore,it is necessary to optimize the management system of test paper development experts in order to solve corresponding problems.According to the institutional change theory,system optimization can help to improve work quality and efficiency.By combining relevant economic theories like market thickness and consideration with interviews and case analysis,it is to optimize the management system of test paper development experts in senior high school entrance examination,making it start from scratch and achieve further improvement.Thus,it is expected to perfect the relevant selection system,employing system,regulatory requirements and support system,facilitate the implementation,and help to get better implementation effect,so as to alleviate "the difficulty in personnel selection,employment,utilization and management".Based on the current situation study of the management system of test paper development experts in senior high school entrance examination,some suggestions are put forward in this paper specific to the management system.Firstly,as for the expert selection system optimization,it offers the sound advice to perfect the qualification requirements of the experts,establish a technical training mechanism,normalize the district and county recommendation system,systemize expert recommendation and review procedures,and innovate the system of self-dominated expert examination,which can help to solve "the difficulty in personnel selection".Secondly,suggestions are proposed to optimize the employing system by improving the construction of a test paper development expert database and cooperating with the units these experts work for.The payment scheme of the experts based on consideration theory should be amended,which can help to solve "the difficulty in personnel employment" and "the difficulty in personnel utilization" Thirdly,this paper brings forward constructive suggestions about the regulatory requirements and assessment system,namely,by making the authorized personnel flexible,evaluating the experts’ work and innovating the management and supervision system,it aims to solve "the difficulty in personnel management".Finally,the construction of the support system for test paper development experts is presented,which mainly focuses on the construction of the task system undertaken by subject secretaries,the improvement of the specialty development and investigation system of subject secretaries,and the preview of the reduction of over-relying on the mechanism of selecting and employing subject experts during test paper development.In this way,it is expected to enhance the professional level and management ability of subject secretaries and guarantee the settlement of practical problems during the expert management.During the management of senior high school entrance examination,optimizing the management system of relevant test paper development experts is beneficial to improve the quality and efficiency of test paper development,solve the practical and general problems of expert management,and perfect the management system. |
