In recent years,the competition between the countries is focusing on the talent competition,and the high level of innovative talents of science and technology innovation is the core competence of countries and regions.In China,the strategy of "talent power" has became one of the three basic strategies of developing socialism with Chinese characteristics.It indicates that talent construction has became the core link and main content of the national social and economic development.In the report of 19 th CPC National Congress,the general secretary Xi Jinping reiterated that we must strengthen the implementation of the strategy of reinvigorating China through science,education and human resources and so on.However,with the deepening of the work,there are some problems.Tianjin is currently facing the period of “The Belt and Road" construction and the coordinated development of Beijing-Tianjin-HeBei,and Xiongan district planning and construction,high level innovative talents work is facing a more severe situation,therefore,how to improve the high-level innovative talent policy has became a urgent problem.Based on the theory of human capital and public policy evaluation,this research analyzes the high level innovative talents policy contents and policy object in Tianjin during 2009-2015,and then founds the existing problems in the policies,accordingly puts forward some suggestions.In the analysis of policy contents,firstly,collecting the policies of high level innovative talents during 2009-2015 through a variety of channels,then constructing two dimensional analysis framework of X,Y.On the policy object,according to the theory of policy evaluation model,this research constructs the high level innovative talents policy evaluation index system in Tianjin,and use principal component analysis to evaluate the policy effect from three dimensions.Finally,this research digs out the current problems of the policy and puts forward corresponding countermeasures and suggestions,tries to do benefits for the work on high level innovative talents in Tianjin.
