Analysis On Policy Tools And Functions Of Scientific And Technological Talents In Chengdu

In the era of knowledge economy,talent is the inexhaustible power of prosperity.The development of a city must depend on abundant human resources.In the national talent competition,a large number of talents gather in Beijing,Shanghai,Guangzhou and Shenzhen as well as other developed cities in the east.How to attract and retain talents becomes the key to urban development.In the new round of "personnel war",the talent scale of Chengdu keeps growing,the number of high-level talents increases,the competitiveness of obtaining human resources has been improved significantly,and Chengdu gradually becomes the talent highland in the western region.This study based on the related public policy theory,classifies and combs Chengdu's science and technology talents policy from the perspective of policy tools,describes the policy distribution of Chengdu's science and technology talents,and divides the policy tools of science and technology talents into three types:attraction type,incentive type and cultivation type.This study analyses the data of scientific and technological talents before and after the introduction of the policy,analyze and discuss the implementation effects of existing policy tools and the role of urban access to human resources,finds out the advantages and disadvantages of existing policy tools of scientific and technological talents in Chengdu,and puts forward reasonable suggestions,which can provide reference for the government to formulate the policy of scientific and technological talentsThis study considers that the policy tools for scientific and technological talents in Chengdu have achieved good results on the whole,attracting a large number of talents to work and live in Chengdu,and the scientific and technological achievements have been remarkable,the overall quality of talents has been improved,there are good synergies among different policy tools for talents,but there are also problems such as the imbalance of different policy tools,the imperfection of structure and the need for detailed policies.We need to further improve the policy system and refine the policy content.
