Public projects play an important role in socitel development.However,in practice,there are still a large number of public projects out of control,unsustainable and failure in the end.While past research paid great attention to the project construction phase,the value realization of public projects are ingored.Therefore,this study tends to bridge this gap in knowledge by examining the value realization of public projects.More specifically,this study focuses on the primary and junior schools.In practice,the management of primary and junior schools are featured by serious fragmentation,with signiciant gaps among designers,contractors,and end-users.Therefore,this study narrowed the scope downto the primary and junior schools.The main purpose of this study is to identify the functional values of primary and junior schools and identify the barreirs to the value realization,and propose a framework for the value realziations for primary and junior schools.First,an extensive review of the standards,norms and relevant literatures was carried out.Then,the functional value requirements of the primary and junior school are identified.In addition,the limitations of the existing realization framework are summarized.Thereafter,expert interviews and case studies were conducted to modify,supplement and improve the functional value requirements of primary and junior school,and to identify the barriers to the realization of functional values.The Q methodology was used to analyze the barriers.In the end,four categories were obtained: balances between multi-parties through rules and regulations,errors in decision-making,restriction stemmed from the mere reliliance on the standard,and lack of evaluation systems.Second,a framework for realizing the funcational values of primary and junior schools is proposed.Four strategies promoting the realization of functional value in primary and junior schools are proposed.There are: defining functional value clearly,setting reasonable evaluation mechanism of value realization,determining value realization plan,and feedback and monitor the value realization.Finally,the conclusion is drawn in the end.The research takes the primary and junior school engineering as a setting to examine the value realization of public projects.It contributes to the existing research by providing a framework for value realization for public projects. |
