There is a consensus in education circle that it takes ten years to grow trees, but a hundred years to rear people and education is the foundation. Nowadays, whether the surge of knowledge economy tide or hankering for talents from all walks of life, whether the fervorization of international competition or chasing each other in the field of high-tech, the core focuses on education, higher education especially. And the core of education is to the cultivation of talents. Marxist thought man is the most active and most minded factor, and human resource is the inexhaustible force and power source of development of the economic and social. With the advent and development of economic globalization and the era of knowledge economy, the international competition is becoming increasingly fierce, covering politics, economy, science and technology, culture, education and other fields. The core of the competitions is talents. Who has a large number of talents; it will get the initiative in fierce international competition. Talents cultivation, scientific research and social service, leading culture constitute the function system of the modern university, however, there still is a personnel training function from the produce date of university. No matter how university develops, personnel training function will never disappear. Talents cultivation is the fundamental mission of colleges and universities, also the starting point and the foothold of colleges and universities work. The basic function of university is talents cultivation building on the choice, delivery and creation of profound knowledge. The emergence of talent comes from talents cultivation function and is the aim of education.This paper through the literature research method collects and analyzes the existing research materials used to support the thesis argument, to find the importance and the realistic demands of university personnel training function research. Then there are case study and comparative analysis method. Through the comparison of talent cultivation of Southeast University, China University of Political Science and Law, Chongqing University, Chongqing University of Technology, writer extracts the useful information to find out the deviation of university personnel training, to study the realization mechanism of the talent training, to relocate the university personnel training function and to sum up the essence of university. They will be used in the process of the development of university; will guide the healthy development of university.Chapter one discusses relevant backgrounds of positioning and realization mechanism of university personnel training function, research significance, literature review, contents of research design. Chapter two discusses the importance of talents cultivation function research from the evolution of university personnel training function, and the related theoretical basis. Chapter three discusses the deviation of university personnel training function and the reasons. It provides realistic and theoretical basis of the fourth chapter. Chapter four discusses how to rectify the deviations from the principles of positioning and cardinal directions. Chapter five discusses realization mechanism of university personnel training function.
