To build a high-level university,we have to firstly establish a high-level liberal arts department,which has become an important step during the transformation of a university of science and technology to a comprehensive university.However,in the university where science and technology is dominant,it is a common situation that the development of liberal arts encounters difficulties.There are also problems during the implementation of scientific research performance goals of liberal arts departments.In order to make the scientific research target play a greater guiding role in the performance management of liberal arts scientific research,it is necessary to optimize the scientific research performance objectives and its' implementation of the liberal arts department,based on the problems and their causes in the process of implementation of the liberal arts departments' scientific research objectives.This study,taking the implementation of the research performance goal of the liberal arts department of H University as an example,uses the research methods such as the literature method,the case study method,the statistical analysis method,the text analysis method and the interview method to study the scientific research performance goals of the liberal arts department in universities of science and technology,and to further explore the effective path of its implementation.This paper firstly explains the design and implementation of the scientific research performance target system of liberal arts department of H university,and expounds the implementation process,evaluation process and scientific research incentive system of the scientific research performance target system of the liberal arts department;secondly,based on the 2012-2015 data about the status of the completion of scientific research goals of the liberal arts colleges and universities of H University and the analysis of the implementation of its scientific research performance objectives,derives the following conclusions: First,the completion of scientific research performance objectives of liberal arts department of H university is generally insufficient;second,the completion in departments of Humanities is better that that of social science departments;third,the unfinished scientific research performance objectives of liberal arts colleges can be divided into three categories,one is that the indicators are set too high;second is that the teaching departments are relatively in an inferior position;third is the weak subject base and the lack of a high-level talent team.Again,the author conducted a text analysis of the goal self-evaluation report of 11 liberal arts departments,and conducted in-depth interviews with department leaders and teachers,basing on scientific research performance management.The theoretical framework and the analysis of the implementation of the scientific research performance objectives of liberal arts department of H university mainly reflected in this three aspects: First,the subjective level of the faculty,including the failure of the H University liberal arts department to adjust the internal scientific research management mechanism in a timely manner,the insufficient communication with the superior scientific research management department,the lack of enthusiasm of the "middle layer" department,the negative response to the scientific research performance target assessment,and the unreasonably implementation of scientific research performance objectives of the department to the individual;the second is the objective level: the university's scientific research target system is unreasonable,the assessment and evaluation process is not objective,and the reward and punishment mechanism is not perfect;on this basis,from the background of the universities of science and technology,the reasons for the problems could be concluded into four aspects : the scientific research development dilemma of the liberal arts colleges,the lack of awareness of the performance objectives of the faculty management,the conflict of interests among managers,and the failure to correctly grasp the characteristics of humanities.Finally,from two aspects to propose the optimization strategies:one is to promote the supporting environment of the scientific research of the liberal arts departments;another is to optimize the target evaluation system of the scientific research of the liberal arts departments.
