Research On The Efficiency Construction Of Administrative Departments In Universities From The View Of Scientific Outlook On Development

The Scientific Outlook on Development was put forwards by Comrade Hu Jintao as general secretary of the CPC Central Committee on the basis of implementing the principles of 16th National Congress, realizing the historical task of comprehensively building the well-off society, improving socialist market economy, and promoting economic and social development in a good and quick way, comprehensively summarizing the practical experience of the development of socialism with Chinese characteristics. Scientific Outlook on Development, the first prerequisite is development, the core is to put people first; the basic requirement is comprehensive, coordinated and sustainable development; the fundamental approach is overall consideration. The Scientific Outlook on Development, which is the major strategic thinking of Chinese Communist Party in the new era, promotes reform and development in accordance with the requirements of "balancing urban and rural development, regional development, economic and social development, man and nature development, domestic development and opening-up".Strengthening the efficiency construction of college administrative departments is an effective attempt of shifting administrative functions, implementing performance management. Strengthening efficiency construction of college administrative departments is of great significance in building a harmonious campus, building a socialist harmonious society.This paper takes efficiency construction of college administrative Je(?)rmen as the research object, takes the scientific outlook on development as guidance, focuses on the outstanding problems existing in the current efficiency construction of college administrative departments, and proposes the "people-oriented" service concept, effectively strengthening the system construction of colleges'administrative management and the building of cadres' quality, and promoting colleges'healthy, orderly and harmonious development.This paper firstly interprets the two concepts of efficiency and efficiency construction of college administrative departments.
