The "double first class" program is a national strategy in the new era.It has become the background and environment for the construction of colleges and universities Under this strategic planning,in order to match the innovation-driven development strategy,the methods of talent cultivation and discipline construction must be changed.At the same time,it should also be considered whether the existing organizational structure of universities can fully adapt to the new needs of social development.The "double first class" program proposes that the goal requires that the organizational structure of China's colleges and universities should conform to the rules of the organization structure of the global universities,meanwhile,because the current organizational structure of colleges and universities in China is embedded in the real institutional environment of China,so the requirements put forward by the architecture also cannot be ignored.How to improve the existing architecture to support the university to achieve better operation is worthy of further analysis.At present,the research on the organizational structure of universities is mainly based on the theoretical framework of higher education,but there are few research perspectives of government governance universities.This paper attempts to analyze the current organizational structure and operational mechanism of Chinese universities from the perspective of government,and analyzes its current structure and mechanism from the perspective of political embeddedness and cultural embeddedness by using the analytical framework of embeddedness theory.Secondly,it will adopt new public management theory.The theoretical perspectives of benefit priority,entrepreneurship,and diversification of competition mechanism are used in the interpretation of the "double first class" program to find out the gap between the current organizational structure of China's universities and the requirements of the program.Thirdly,horizontal comparison with the organizational structure of worldclass universities,following the basic principles of the "double first class" program,and finally: puts forward suggestions for the reform of organizational structure of colleges and universities in order to construct a better organizational structure,so that it can better serve the universities.For the universities in transition,it can promote the benign interaction between universities in the region and even the whole world,promote the government's useful discussion on the management of colleges and universities,and also provide suggestions for the government to manage universities and better enhance the administration ability of government.
