Since 1949,in order to promote the development of higher education,China had implemented the “211 project”,“985 project”and “characteristic key subject project”,which had promoted the development of a number of key universities and key disciplines.The key construction projects in our country have led to the problems of fixed identity and lack of competition in key universities and disciplines.To solve a series of problems and improve the quality of higher education,China has implemented the policy of " double top" since 2015.Some provinces(municipalities and autonomous regions)also have introduced “double top ”policies accordingly.Effective policy is a real guarantee for the implementation of “double top”construction.This study analyze the policy texts of “double top” 21 provinces(municipalities and autonomous regions).Through the quantitative analysis of the content of the policy,we can summarize the policy features,find the problems of the current policy and make the feasible suggestions on the policy of ”double top” texts.The thesis is divided into four parts:The part one is the introduction.This part mainly expatiates on the reasons of the selection,definition of core concepts,literature review,research significance,research ideas,research methods,research difficulties and innovation points and so on.The second part is the research design of "double-class" policy text analysis.Firstly,the paper analyzes the theoretical perspective of the "double-class" policy text analysis,and determines that this research belongs to the policy content path research in the theoretical method;Secondly,on the basis of citing the "double top" policy of the text and the content of the text structure,this paper design three variables: the overall goal(also known as the construction goal)variable variables,safeguard mechanism,the construction tasks.Construction tasks as the primary variables,its content is numerous.So this study break it down into the secondary variables,including the cultivation of talents,teachers construction,the management of colleges and universities,university culture construction and internationalization strategy to facilitate the policy of "double top" text analysis of the statistical results.The third part is the quantitative result analysis of "double-class" policy text.In this paper,the word frequency statistics of the text parts of the variables at all levels are analyzed by using frost CONTENT MINING 6.0 software,and the focus of the "two-class" policy was summarized.The fourth part is the problems existing in the "double-class" policy texts.From he policy texts of "double top" of each region at the present stage,there exists some problems on the policy guidance: "double top" target position is not appropriate,including lack of guidance,positioning convergence;Overall construction mission is not reasonable,including uncoordinated talent training,imperfect teachers troop construction mechanism,incomplete university governance subject,lack of the university cultural construction,unsound internationalization strategy mechanism.It is not clear that the fund input is unbalanced,including the imbalance between regional funds,different levels and types of colleges and universities.The fifth part is to make some suggestions on the basis of the reality and relevant experience.We should set the goal of "double first-class" construction perfectly,which is that everyone should clarify the essence of the "double first class and different provinces(cities and districts)should set goals in light of reality.On the other hand,we should fully coordinate the relationship between two of talent training,which is that we should perfecting the construction mechanism of the teacher team expand the teachers and students to participate in the way of management in colleges and universities,strengthen the construction of university culture,improve the internationalization strategy.At last,we should improve the funding mechanism,which is that we can grasp the essence of "double top" construction,realize the transformation of higher education investment mechanism,implement classified management and change the previous overall funding model based on colleges and universities...
