The Current Situation,problems And Countermeasures Of The Construction Of China’s University Think Tanks

With the rapid development of China’s economy and society and the rapid advancement of science and technology,the division of labor in the society has become more and more refined,which has led to more and more complex social problems.The diversification of the needs of the public in the current society makes the policies formulated by the government in solving social problems and people’s livelihood issues more scientific and effective.As an important organization to improve national governance and governance,think tanks play an important role in understanding social issues,analyzing public needs,ensuring government policy formulation and decision-making.As one of the important types of think tanks,university think tanks are also an important part of China’s think tank system construction,and have an irreplaceable position and role in government policy formulation and decision-making.In recent years,the state has put forward corresponding programmatic documents on the construction of think tanks in colleges and universities,which has made certain developments in the construction of think tanks in colleges and universities in China.However,the particularity of college think tanks has also led to a series of problems in the development of university think tanks.These problems have seriously hindered the social status and the influence of college think tanks.The research on the construction of think tanks in colleges and universities is based on the analysis of the organizational intelligence value chain,and thus analyzes the current situation of the construction of think tanks in China.Firstly,it introduces the relevant concepts of college think tanks,university think tank construction,organization intelligence and organizational intelligence value chain,and makes a detailed discussion on theoretical support.Secondly,through the compilation of the related data of 342 university think tanks in China think tank index of 2017,combining the value-added chain links and virtual chain links of the organizational intelligence value chain,the paper analyzes and summarizes the specific problems of the construction of think tanks in China’s universities based on the situation of the organization’s intelligence value chain.The goal of the planning orientation is more dispersed,and the channels for information collection lacks of methods.What’s more,the lack of intelligence analysis methods,the low product conversion rate of intelligence services,the need to improve the system of information assessment,and the gap in the construction of auxiliary links are all problems of our current think tanks in colleges.The article believes that the countermeasures for the construction of think tanks in colleges and universities also need to be guided by the relevant theories of organizing the intelligence value chain.In the value-added value chain,the think tanks of universities should clearly define the target,broaden the channels for collecting information,master various intelligence analysis methods,and enhance the combination of intelligence products and policies.We need to improve the evaluation and feedback of the intelligence evaluation link.In the virtual value chain,the university think tank should improve its own organizational structure,meet its functional needs,rationally allocate talent ratio,and optimize the internal and external environment of its own construction.In short,I hope that my paper that based on the organization intelligence value chain to study the construction of think tanks in colleges and universities can provide a new perspective for the construction of think tanks in China,and provide some reference for improving the international status and international influence of Chinese think tanks.
