The Research On The Current Construction Of University-affiliated Think Tank In China From The Perspective Of Social Function Of Higher Education

University-affiliated think tanks are important scientific research institutions for colleges and universities to play social service functions and realize strategic transformation.They are also an important intellectual support for promoting scientific and democratic government decision-making and guiding social public opinion.Soft power and the realization of "Track II diplomacy" are of great significance.Especially since the 18 th National Congress of the Communist Party of China,the international and domestic environment has become more complex and changeable.The party and the government have attached great importance to the construction of think tanks.Therefore,they have repeatedly emphasized the importance and urgency of promoting the construction of university-affiliated think tanks in my country in policy documents and important speeches by national leaders.Starting from the current situation of the construction of university-affiliated think tanks in my country,this paper takes 664 university-affiliated think tanks as research samples,and makes a full sample overview of the current situation of the construction of university-affiliated think tanks in my country from the perspective of social functions of higher education by using systematic analysis,statistical analysis and case study methods.Carding and in-depth interpretation of cases.The first is to clarify the development context(historical evolution + strategic positioning + theoretical basis)of the construction of university-affiliated think tanks in my country,and to understand the theoretical basis of the construction of university-affiliated think tanks in China based on the theory of pluralistic democracy and collaborative innovation.In the three stages of the budding development period at the end of the century,the vigorous development period from the beginning of the 21 st century to 2012,and the innovative development period from 2012 to the present,it provides decision-making consultation at the government level,conducts public opinion guidance at the social level,and integrates resources at the university level.Secondly based on the samples of 664 university-affiliated think tanks,the regional distribution,types of colleges and universities,subject echelon,properties,personnel composition,research output,research field,research hotspots and global influence of statistical analysis found that the think tank construction in colleges and universities,which is based on colleges and universities,for subject construction,talent reserves,resource sharing,has developed vigorously,Covering a variety of research fields,follow the current event hot spot,pay close attention to social dynamics,won praise at home and abroad,social influence significantly increased,and presents the driving force is the external security think-tank’s construction in colleges and universities,the level of subject development is the endogenous strength and think-tank’s construction in colleges and universities,colleges and universities interdisciplinary resource integration level is the think-tank resource base for the construction of the three obvious characteristics,It has made major contributions to promoting the building of socialism with Chinese characteristics and realizing the great rejuvenation of the Chinese nation.The third part takes two first-class university-affiliated think tanks,the Institute of International Strategy of Peking University and the China Institute of Education and Social Development of Beijing Normal University as cases,to study the research objectives and main areas of research,operation mechanism and research team,brand building and funding sources.In-depth interpretation of the four dimensions of achievement output and exchange and cooperation,and a glimpse into the current status of the construction of my country’s first-class university-affiliated think tanks.The fourth part makes a theoretical reflection on the necessity and reality of the construction of university-affiliated think tanks in our country,and explains the inevitability and urgency of the construction of university-affiliated think tanks in our country from the perspective of theory.The construction of university-affiliated think tanks is related to the fate of higher education.The construction of university-affiliated think tanks has realized the historical change and turn of knowledge supply in higher education.The construction of university-affiliated think tanks is the "applicative" expansion and game of contemporary humanities and social disciplines.Finally,combined with the whole sample analysis and case study,the present situation of think tank construction in my country’s colleges and universities is reflected in practice and future prospects.The construction of university-affiliated think tanks is a modern expression and path choice to play the social function of higher education.In order to better serve the economic and social development of our country,we must constantly explore the way of optimizing the construction of university-affiliated think tanks.At present,the social influence of university-affiliated think tanks construction in my country is gradually increasing,the characteristic university-affiliated think tanks system is gradually formed,and the output of achievements is excellent.Therefore,in the follow-up process of university-affiliated think tanks construction,we need to focus on funding sources,achievement dissemination,operation mechanism,brand building,etc.,to further promote the development of university-affiliated think tanks construction in China,and better realize the function of higher education serving social and economic development.
