In 2014, the Ministry of Education issued a number of documents, to further promote the construction of the educational think tank in university?As the country's largest municipalities directly under the central government, to achieve its goal of establishing the economic center of the upper Yangtze River and the highlands of education, Chongqing puts forward higher requirements for the scientific and practical decision making of educational policy, thus higher expectations for the construction of the educational think tank in universities. Therefore, it is particularly important to understand the development situation, to analyze its existing problems and to provide construction strategy on educational think tank in university in Chongqing.Firstly, this paper combines literature analysis, questionnaire survey, comparative analysis and other research methods, reference to the academic definition of the think tank, the educational think tank in university is defined as: it is a education policy research institution which belongs to university, Its primary objective is to influence educational policy making and to provide educational policy advice for the government. Secondly, on the basis of the system organization theory, political theory and other theories, this paper constructs a development cognition framework for the educational think tanks in university. Thirdly, combined with a questionnaire survey, the following basic conclusions are obtained in this paper: the educational think tank in university in Chongqing is still in the initial stage of transformation from the education research institution to the educational think tank, there is a certain development foundation and conditions, but there are still some problems in the process of construction. In the internal construction: think tank's self-positioning and target is not accurate; organizational structure is not perfect, independent and collaborative is not strong;discipline structure is not reasonable, the scale and quality of researchers to be improved;research methods and databases are limited;the management of people?financial and material is incomplete;the channel of resource acquisition and result output is narrow. In the external environment:The consciousness of the educational think tank in university is weak;the marketization of the educational think tank in university is not enough;lack of adequate policy support. In order to solve the above problems, the following suggestions are put forward:establish a organization to guide the construction of educational think tank in university in Chongqing;strengthen the construction of researchers;innovative research techniques and databases;develop appropriate management model;broaden the channel of resource acquisition and results output, improve the social impact power; create a good political?market and social environment for the development of educational think tank in university in Chongqing.Generally speaking, the construction of educational think tank in university in Chongqing is still in the stage of "way stretched endless ahead", so the author hopes people can pay more attention to the educational think tank of university in Chongqing and promote the construction of the think tank in University.
