In November 2016,the adoption of the amendment to the "Private Education Promotion Law" marked the beginning of a new era of classified management in China's private higher education.After the classification management,whether it is a for-profit or non-profit private school,the first consideration is that it must clearly evaluate its own school-running level and position the school-running strategy.The school's performance evaluation is the monitoring and diagnosis tool for the school's school-running efficiency,which provides a reference and basis for clarifying the school's school-running level.However,the choice of non-profit private colleges and universities due to their particularity and some existing historical problems,the performance evaluation method still uses the traditional evaluation system,no longer in line with the current situation.Through the analysis of theoretical basis and the analysis of the status quo of performance evaluation of non-profit private colleges,it is found that the performance evaluation index system is the most prominent in the performance evaluation of such schools.Therefore,it is imperative to establish a set of performance evaluation index system for non-profit private colleges and universities,as its decision-making reference for its school orientation and development strategy.In view of the above problems,this paper uses a combination of balanced scorecard and analytic hierarchy process to try to construct a set of index system suitable for non-profit private colleges for performance evaluation.First,the balanced scorecard is used to analyze the strategy of non-profit private colleges and universities,and the overall strategic objectives are decomposed into four dimensions: finance,customers,internal processes and learning and growth.According to the reality of these four dimensions,the non-profit private colleges and universities determine the strategic objectives of the four dimensions,and select the evaluation indicators that meet the strategic objectives,and initially determine the indicator system of performance evaluation;Secondly,through the reliability and validity test of the index system to ensure the effectiveness of the index system,The analytic hierarchy process is used to empower the evaluation indicators to construct the final performance evaluation index system;Finally,the index system is applied to two non-profit private colleges to conduct applied research to test the practicability of the index system,thus providing indicators for the performance evaluation of non-profit private colleges.The conclusions of this paper are:1)The overall objectives of non-profit private college performance evaluation are: adhere to non-profit education,improve social public satisfaction;cultivate innovative talents to meet the needs of social talents;revitalize specialties and improve school competitiveness;2)The index system constructed by the balanced scorecard and the analytic hierarchy process includes 25 indicators in 4 dimensions.Through the reliability and validity test and case analysis,the established indicator system has certain effectiveness and practicability;3)The performance evaluation conclusions of non-profit private colleges and universities should be based on different performance evaluation dimensions to give the evaluation conclusions to meet the needs of different evaluation subjects.The main innovation of this paper is to broaden the application scope of the balanced scorecard and the analytic hierarchy process,and to construct a set of index system suitable for non-profit private colleges for performance evaluation.In order to provide reference and reference for the performance evaluation of non-profit private colleges and universities in China,we will promote the development of our national higher education in the direction of diversification and high quality.
