Different from other profitable out of school educational services,out of school education and counseling stations extended by the government of Jiangsu Province are public beneficial out of school educational services pushed by the government.Out of school education and counseling stations focus on ideological education,and help juveniles grow up healthy and sound through theme education,learning guidance,cultural and sports activities,social practice and so on.The out of school education and counseling station is an important carrier of the education system which involves school,family and society,and also an important platform for pushing the work for the care of the next generation to the grassroots level.The number of out of school education and counseling stations has reached more than 40 thousand,and the universal coverage has been basically reached here in Jiangsu Province.There are several varieties of out of school education and counseling stations,for example:central counseling stations,village or community counseling stations,family counseling stations and so on.Among them,village or community counseling stations are popular among teenagers and parents because of the large quantity,scale and joined forces.Because of the unsmooth of the management system,imperfect of the recognition and evaluation system,the lack of vitality of the internal operation mechanism,the good and not so good village or community counseling stations are intermingled,and the stamina of them is insufficient or even stagnant.Thus,from one side,they restrict the promotion of the comprehensive quality of teenagers.At the meantime,the exploration and study of village or community counseling stations and even out of school education and counseling stations are almost none,which is out of proportion to its quantity and scale.So it is very important to study,analyze,optimize and straighten out the operational mechanism of the village or community out of school counseling stations.The thesis chooses the"out of school education and counseling station in Z Town,J City"(National Lifelong Learning Brand Project/Demonstration Out of School Education and Guidance Station in Jiangsu Province)as the investigation object.Thus try to find general operation condition,system defects and deep causes of village or community counseling stations.The survey shows the basic situation,funds input,family-station communication,student attendance,the content and form of curriculum,construction of teachers'volunteer team of the village or community out of school education and counseling stations through questionnairs and interviews with the administrators in counseling stations.After full research and exploration for the running status-quo of the village or community out-of-school education and counseling stations in Z Town and the youth activities,the author concludes and suggests that we should build an operational mechanism for the village or community out of school education and counseling stations,which is "government leads,society supports,village or community cooperates,school participates".After in-depth study and discussion about the highlight problems existed in the operational mechanism of the village or community out of school education and counseling stations in Z Town,the author proposes corresponding countermeasures and suggestions:enhance the government leadership and make a long-term plan;take all kinds of measures to establish financing mechanism;strengthen home school communication to raise the level of parental trust;optimize courses to achieve resource alternate sharing;enact the system of teachers' volunteer recruitment and pay attention to incentive and assessment;strengthen the training and improve the professional level of the team.
