In the past 40 years of reform and opening up,a series of major changes have taken place in China's economy and society.Along with the reform process,our country began to move towards the era of governance.In 2013,"Modernization of State Governance" was defined as the overall goal of deepening reform in an all-round way.In the field of education,"modernization of education governance" is also becoming the focus of education policy,education theory and education practice.Secondary vocational education is the focus of vocational education development and plays a fundamental role in the modern vocational education system.School-enterprise cooperation is the characteristics and basic requirements of Vocational education.It is of great practical significance to study the problem of school-enterprise cooperation in vocational schools from the perspective of modernization of educational governance.Based on the modern governance theory,through the interpretation of relevant policy texts of school-enterprise cooperation in Vocational education,and combined with the empirical survey data obtained in two secondary vocational schools,this paper studies the school-enterprise cooperation in secondary vocational schools from the perspective of educational governance.The main contents are as follows:Firstly,based on the analysis of policy texts,it is found that the evolution of school-enterprise cooperation policy in secondary vocational schools presents some characteristics,such as: policy-making departments from independent to joint;policy implementation subjects from single to multiple;Policy content statement from general to clear;policy promotion from guidance to normative.Secondly,based on the theory of educational governance,this paper constructs an analytical framework of school-enterprise cooperation in secondary vocational schools from the perspective of educational governance.The main analysis dimensions include: cooperation subject should be multiple and co-goverance,cooperation conditions should be free and lawful,cooperation content should be people-oriented,cooperation process should be scientific and standardized,and cooperation results should be efficient and efficient.Thirdly,based on the analysis framework of school-enterprise cooperation in secondary vocational schools from the perspective of educational governance,combined with the survey data,the existing problems of school-enterprise cooperation in secondary vocational schools are analyzed.The main manifestations are as follows: in the aspect of cooperation subject,there are some deficiencies in students subject role,insufficient play of enterprise subject function and insufficient guidance of industry subject role;in the aspect of cooperation conditions,enterprises lack cooperation willingness,schools lack cooperation ability and lack of legal norms in the process of cooperation;in the aspect of cooperation content,students lack professional ethics training,training guidance and emotional care,and existing insufficient connection between theoretical study and practice,single mode of cooperation and low degree of cooperation;in the process of cooperation,the process of practice management is not standardized,the process of organization operation is not coordinated,and the process of supervision and evaluation is not scientific;in the aspect of cooperation result,the use efficiency of equipment resources is low,and the quality of students talent training is not high.Fourthly,in view of the problems existing in school-enterprise cooperation in secondary vocational schools,combined with interviews with their stakeholders,this paper analyses the causes of the problems from five dimensions of educational governance: governance concept,governance mode,governance environment,governance mechanism and governance mode.The main problems are: the lag of governance concept weakens the promotion of school-enterprise cooperation in secondary vocational schools,the "conservatism" of governance mode restricts the improvement of school-enterprise cooperation in secondary vocational schools,the "complexity" of governance environment weakens the implementation of school-enterprise cooperation in secondary vocational schools,the "blockage" of governance mechanism depresses the vitality of school-enterprise cooperation in secondary vocational schools,and the "weakness" of governance indemnification hinders the development of school-enterprise cooperation in secondary vocational schools.Finally,aiming at the problems and reasons of school-enterprise cooperation in secondary vocational schools,the corresponding improvement strategies are put forward,including: changing the concept of school-enterprise cooperation governance in secondary vocational schools,innovating the mode of school-enterprise cooperation governance in secondary vocational schools,optimizing the environment of school-enterprise cooperation governance in secondary vocational schools,improving the mechanism of school-enterprise cooperation governance in secondary vocational schools,and strengthening the indemnification of school-enterprise cooperation governance in secondary vocational schools.
