The Study Of Governments Purchasing Social Work Service In Community

Since the reform and opening-up,our government has continuously paid attention to the reform and innovation in the field of public services.In the past 50 years,the government has changed its service function supply from a single government service supply to a service supply mode dominated by the government and participated by various forces.This change has also promoted the development of social work and social organizations.As a professional service provider,social work organizations play an important role in the process of providing services to clients in cooperation with the government.In 2013,the General Office of the State Council issued the Guidelines on the Government's Purchase of Services from Social Forces.Since then,some local governments have introduced relevant policies and purchased social services,most of which are based on the government's purchase of professional services provided by social work organizations.As the basic living unit of the social group,the service supply around the community is universal,which is conducive to promoting the development of the government in the field of public services.At the same time,as an effective way to solve community problems and promote community development,community social work plays an active role in promoting the supply of community services by multiple subjects.On this basis,it is of great significance to study the way that the government purchases community social work services and put forward corresponding countermeasures according to the problems formed in the current development process.The data collected in this research are obtained through questionnaires and interviews during the practice in T city.At the same time,the relevant documents about T city government's policy of purchasing community services and government's purchasing social services are analyzed by literature analysis method.Firstly,through the practice of community social work,length interviews with L project makers and implementers in T city and questionnaires of service objects,the author fully understands the mode of L project government purchasing community social work services,project implementation and overall operation of performance appraisal process.This research takes the mode of T city L project service purchasing and social work in community service as follows:And the project performance inspection and evaluation are summarized,and the operation status of L project in different stages is elaborated.Secondly,combined with interviews,questionnaires and literature,dialectical analysis of the achievements and problems of L project in the current stage is made to understand the impact of L project on community residents,community services,community social work development and promotion of related policies in different stages,and to different extent.At last,according to the problems in different links of L project at present,this paper puts forward the future development countermeasures from three aspects:social work organization,community and community residents and government.The purpose of this paper is to explore the development path of L project in T city by analyzing the way that the government purchases community social work services and combining with the development of L project in T city,analyze the operation mode,function,problems,draw conclusions and put forward feasible suggestions for the government to purchase community social work in order to promote the government to purchase community social workers.The service effect is better and the service population is wider.
