With the development of China' s social economic,citizens have enhanced their degree of recognition and acknowledge toward pre-school education along with the increasing demand for pre-school education.Due to the influence of urbanization process,a large amount of rural population have immigrate to cities,problems like "difficulties in entering school","unaffordable tuition fee" and "worries for school life" have become the most concerned one by majorities in society,especially those parents of school-aged children.This social phenomenon has becoming more and more prominent in second and third-tier county-level cities.Private preschool education market is now unprecedented prosperous,as a result,more and more private preschool education institutions started to open schools in county-level cities and open chained preschool educational institutions.This had brought challenges to basic level governments toward the traditional management functions on preschool education.How can the governments fulfil social requirements as much as possible while run the kindergarten well?How to make the separation of duties clear between government sectors,manage private preschool education institutions in order to transfer them to the supplements to public preschool education?How to make a precise preschool education planning,which can lead the healthy development of local preschool education?These questions mentioned above are the researching subj ects for this articleThis paper starts from the concept definition for preschool education,which includes the education before primary school for children aged 0 to 6.The preschool education products are separated into two categories,public and private,according to the preschool education management function of county government from the perspective of public management theory and public product theory.Through emphasizing the degree of recognition to the public welfare of preschool education,the government undertakes the main responsibility of developing preschool education.In the private preschool education market,the government needs to play its management functions and intervene in the legal compliance operation of various preschool institutions when the market has problems in the development process.This paper comprehensively uses the literature research method,quantitative analysis method and field research method to study the preschool education management function of county government.According to the current policy documents issued by the government,the preschool education function of the county government are divided into planning guidance,financial input,policy regulation and quality management.Take city D in Jiangsu province as an example,the nowadays condition of government management for preschool education is analyzed and the basic circumstances of preschool education in city D is introduced,the useful improvements in innovation by governments of preschool education since 2000 are included,and the reasons for main problems and difficulties appeared in management at present are being analyzed.The main reason is that the government lacks effective pre-judgment and long-term planning for the development of pre-school education.The government's financial input continues to grow but is relatively weak and the government's long-term management responsibilities are unclear and social guidance is insufficient.In the development of preschool education,county-level governments must constantly improve the refinement policies,enhance the government's executive power,refine policies and regulations to improve operability,classify and manage different types of pre-school education and continuously improve the professional level of government management.Regard to the development of preschool education in rural and urban areas,the standardization should be formulated according to actual situation,in order to achieve Differentiated management pattern,instead of "imposing a single solution".Government should enlarge the financial support to preschool education.It is suggested that the three years of preschool kindergarten education should be included to compulsory education category,and the financial department at a higher level shall give financial help to local preschool education.Establish a reasonable cost sharing mechanism,the government,society,and family assume corresponding responsibilities,the government fully fulfills the public service function and continues to encourage multi-subjects to run schools,strengthen the standardized management of various pre-school educational institutions and political dominance place of preschool educational development,encourage the society to invest,make non-profit organizations to become an active role,and guide social cognition correctly.This paper advocates different development standards for different types of preschool education,and distinguishes between preschool education needs in urban and rural areas.For private preschool educational institutions,we will focus on standardized management,formulate clear industrial management standards,manage the most important security issues and quality issues under the existing financial and human resources conditions,and clarify the boundaries between government functions.
