As a developing country with a large population,China's labor-intensive industries have long been an important pillar industry for achieving economic growth and ensuring employment of the labor force.Prior to the reform,the structure of employment was distorted because of its preference for heavy industries and the neglect of light industries that were the most capable of absorbing labor.By 1978,the country's rural surplus labor force was about 1-150 million.After the reform and opening up,China's labor-intensive industries began to recover and prosper,directly stimulating large-scale labor employment.In the new era,labor-intensive industries have gradually transformed from quantity to quality,and the employment preferences of the labor force have also undergone further changes.Historical experience shows that the industrial structure is closely related to the employment structure.In other words,the development of the industry will inevitably promote the evolution of labor employment preferences.From the evolution of employment preferences,we can judge whether the employment of labor force is reasonable and whether it is conducive to the improvement of the level of social human capital,and thus whether the upgrading of the industry can succeed.Therefore,exploring the characteristics of labor employment preferences and its changes are particularly necessary to guide the labor force to be reasonably employed.Based on this,this article takes the transformation and upgrading of China's labor-intensive industries as the background of the times,sorts out the historical characteristics of industrial development and employment preference,analyzes the changing trend of labor employment preferences under the conditions of labor-intensive industrial upgrading,and explores whether employment preferences are reasonable.Try to give relevant policy recommendations to guide the reasonable employment of labor force and improve the level of human capital in China.First,this paper uses a large number of data charts to illustrate the evolution of labor employment preferences in the process of labor-intensive industrial upgrading in our country and its impact on industrial development.It also points out that there is still too much labor preference primary industry in the labor employment preferences,shortage of labor who preference for the high-tech jobs and other issues.These problems also indicate that the current employment structure of the market has not matched the industrial structure,and the state has not yet fully guided the reasonable employment of the labor force;Secondly,this paper adopts a panel data econometric model to empirically analyze the specific impact of labor-intensive industrial upgrading on the employment preferences of Industry,preferences of urban-rural,preferences of risk,preferences of regional,and preferences of wage.The results show that the upgrading of labor-intensive industries generally promotes the reasonable employment of the labor force in China.However,excessively increasing the proportion of capital elements in the upgrade process has a "crowding-out effect"on labor employment,which will lead to a reversal of employment preferences.Combining theoretical and empirical analysis,it can be found that the transformation and upgrading of labor-intensive industries has improved China's labor efficiency and employment quality,and a reasonable shift in employment preferences can ultimately improve the quality and efficiency of China's economic development.Therefore,from the perspective of rational guidance of employment,this article also proposes that promote relevant vocational education and enterprise.training,strengthen the "job-driven effect" of technological progress,and develop employment training to provide decision-making reference for related departments and enterprises.
