With the rapid social and economic development, information technology is becoming ever more important as a course. But,studies show severe phenomena of schools arbitrarily decreasing of information technology courses, and some schools even have two sets of class schedules: one to show to the public, and one to actually put to practice. These phenomena are impeding the national plan for popularizing information technology courses. This study investigates the realities of how the plan is being implemented in rural junior high schools, and analyzes relevant influencing factors. This study focuses on HF Middle School in Qingbaijiang District of Chengdu as a case study.Investigations on the plan’s implementation were carried out through interviews and observations, and relevant influencing factors such as the formulation, implementation and assessment of the plan are analyzed,so as to explore feasible measures to improve the implementation efficiency of the plan. Results of the study show that: overall,HF Middle School,as a typical rural junior high school, has developed its own plan of information technology course under the guidance of the higher-level plan, with a comparatively complete system for the course. But there are still some shortcomings with the school-level plan.First,in terms of formulation, neither attention paid to the course, nor assessors of the plan are enough, and the school-level plan is not complete and coherent;second,in terms of implementation, teachers have not received sufficient training for the course, and it is difficult to control and coordinate the implementation;third,in terms of assessment, the existing assessment system emphasizes too much on test scores, assessors and criteria of assessment are not diverse enough, and the feedback mechanism for assessment results is still immature,so it’s difficult for the results to offer foundation and motivation for improving the plan.Based on existing and relevant research,as well as the investigations and analyses of the school in the case study, this paper suggests the following methods for improving the management efficiency of the plan of information technology course in rural schools. In terms of formulation, teachers and students’ participation can be encouraged,so as to improve the plan assessors’ ability to formulate and implement the plan;in terms of implementation, teaching management system and teacher management system can be improved,so as to make implementation easier to control and coordinate, and training should be strengthened targeting teachers, who are the implementers of the plan;in terms of assessment, while keeping president concepts up-to-date,the evaluation system can be perfected from constructing a developmental assessment system for teachers and procedural assessment system for students,so as to regulate the review and assessment system for the school-level plans. This study is innovative in the following aspects.First,it can enrich research relevant to information technology course development and school-level course management;second,it is expected to provide reference for similar schools through case study;third,it provides support for the formulation and implementation of school-level course plan by interpreting and summarizing national, provincial and municipal course plans. The main shortcomings of this study are: first,it failed to fully discover indicators of the interviews;second,it lacks horizontal comparison between information technology courses in urban and rural junior high schools, and lacks in-depth exploration on their subtle differences. All these should be the focus of future studies. |
