Geography course is a basic course which is to study the Earth's scientific knowledge, understand the relationship between human activities and geographical environment, master the process and methods of geographical study, and establish the concept of sustainable development. It crosses the two "Humanities and Social", "science" fields of study. Therefore, the construction of geography curriculum resources and rational exploiting and utilization of geography curriculum resources are important for the rich geography curriculum, the implementation of effective geography curricula, and enhance the vitality of geography teaching. "Double-action learning plan and teaching plan geographical teaching mode"is a teaching and learning model for the effective implementation of the new geography curriculum. In order to use the"Double-action learning plan and teaching plan geographical teaching mode"effectively, it is necessary to discuss how to design the learning and teaching plan. One of the important tasks is the construction of geography curriculum resources. Therefore, the construction of geography curriculum resources of"Double-action learning plan and teaching plan geographical teaching mode"is not only a problem of theoretical research, but also as a practice subject. It is worthy of deep-going investigation.In this paper, on the basis of studying of the status quo of geographical curriculum resources at home and abroad, the thinking based on the "Double-action learning plan and teaching plan geographical teaching mode", regarding the construction of geography curriculum resources in junior high school as the research subject, using the ways to document the theory of geography curriculum resources comprehensive analysis, the cases of geography curriculum resources in junior high school investigative (A Case Study of the Status Quo of the City of Baotou Geography Curriculum Resources), typical cases of a learning plan and a teaching plan analysis, and development measures of learning plan and teaching plan geographical curriculum resources in junior high school has been specific studied. Some preliminary conclusions are obtained as follows: first, the basic ideas of the construction of geographical curriculum resources are as follows: It is the precursor to form the correct idea of the geographical curriculum resources; It is a means to strengthen the arrangement and administration of the geographical curriculum resources; It is basic to development the geographical curriculum resources; It is the key to use the geographical curriculum resources; It is the purpose to improve the teaching quality. Second, countermeasures concerning the geography curriculum resources development are identified as:Ⅰ.The construction of geography curriculum resources is a basic safeguard of the smooth implementation of "Double-action learning plan and teaching plan geographical teaching mode".Ⅱ. The main procedures of geography curriculum resources construction include:①Set construction of geography curriculum resources goal.②Draw up a programme of geography curriculum resources.③Construct geography curriculum resources in seriation.④Teachers and students use the geography curriculum resources together.⑤Work on geography curriculum resources-use evaluation.Ⅲ.Attach importance to the application of local geography resources in the construction of geography curriculum resources.Ⅳ.According to the content of geography in junior high school, construct geography curriculum resources in series.Ⅴ.Establish a variety of geography curriculum resources of learning plan and teaching plan, in which to highlight the quality of teachers. Teachers should set up the consciousness of construction of geography curriculum resources. They should foster the thought of using geography curriculum resources to develop the instruction design.
