The "Education Informatization 2.0 Action Plan" pointed out that "the development of intelligent education focuses on building a ubiquitous,intelligent and flexible smart learning environment and strengthening the theoretical research and toplevel design of Smart Learning." Smart Learning is the general trend under the background of the intelligent era.It is the urgent need of knowledge index growth and the knowledge anxiety brought by it.It is the inevitable transformation of education from “delay response” to “instant response”.Based on the analysis of the research status of Smart Learning at home and abroad,the paper analyzes the connotation and characteristics of Smart Learning from the perspective of learning culture around the framework of Smart Learning connotation and intelligent learning ability.The structure of Smart Learning competence is constructed by using structure mapping method,Conceptual-projection,Delphi method and AHP method.The study confirms that there are technicalist tendencies in the research of Smart Learning,overemphasizing the role of the intelligent environment,and ignoring the fact that there is no direct logical relationship between the development of human intelligence and the strength of technological intelligence.In view of the ambiguous connotation of "Smart" in the context of " Smart Learning " translated from the English,the study of Smart Learning is frontier.Based on facilitating the wisdom of "human" and the subjective initiative of "human",this paper starting from the philosophical representation of "Smart" and combining with the relevant theoretical characteristics of "learning",discusses the connotation of Smart Learning with the view of neutralization of human-machine synergy.In the narrow sense,Smart Learning is a learning behavior carried out in a neutral and human-machine synergistic way with the support of intelligent technology.The difference from traditional learning is that,the learning activities is high-order,self-directed,and human-machine synergistic.Smart Learning in a broad sense is a kind of integrated learning culture that adapts to the characteristics of the era,combines the characteristics of the learning environment and the characteristics of learning concepts,and covers holistic education and all-type learning.Focusing on the characteristics of Smart Learning culture,this study explores the values,cognitive,technical,and space-time perspectives of Smart Learning.Based on the understanding of the connotation of Smart Learning,paper uses the structure mapping method and the concept mapping method to extract the indicators of Smart Learning competence.After two rounds of Delphi investigation,19 experts in this field were consulted and iteratively confirmed the framework of the Smart Learning competence with 3 first-level dimensions,9 second-level dimensions and 22 third-level dimensions.Finally,the subjectivity of the judgment matrix data is reduced by the Analytic Hierarchy Process,and the weights of the indicators of each dimension are determined,and the formed framework of Smart Learning competence is obtained.
