| Employment is pivotal to people’s wellbeing.It is not only the economic basis for the survival of workers,but also the only way to realize their own value and comprehensive development.As an important part of the social insurance system,the unemployment insurance system is closely related to employment,which not only guarantees the lives of the unemployed but also helps them re-employ.Meanwhile,the function of employment promotion of the unemployment insurance can also improve the quality of re-employment.The realization of the goal of better-quality jobs and fuller employment proposed by the 19 th CPC National Congress is inseparable from the effective function of the employment promotion of the unemployment insurance system.Currently,the pressure from the total amount of labor still exists,the pressure of the economic downturn has increased,and the adjustment and upgrading of industrial structure has made structural employment contradiction prominent.In this context,the risk of unemployment is increasing.As the employment safety net,the unemployment insurance system cannot focus on the passive function of protecting the unemployed any more.Instead,it should highlight and play its positive role in promoting employment to help the unemployed return to the labor market and improve the quality of new jobs.In addition,with the development of economy and society,China’s unemployment insurance system should also realize the transition from the type of life-support at the beginning of establishment to employment-promote.With the increasing call for unemployment insurance to promote employment,exploration and practice have been carried out in various places.This paper studies the function of employment promotion of the unemployment insurance in Yunnan Province,in order to grasp the current status of the function,analyze the causes of the problems,and propose targeted optimization suggestions based on domestic and foreign experience.This paper first reviews the relevant researches at home and abroad,and expounds important concepts and theoretical basis involved in this research.Next,based on the description of the general situation of unemployment insurance system in Yunnan Province and the implementation of employment promotion measures,this paper selects the indicators related to the function of employment promotion to construct a comprehensive evaluation system,and carries out a quantitative comprehensive evaluation of the function from 2006 to 2016.The relevant indicators of unemployment insurance funds and employment promotion measures account for a large weight in the comprehensive evaluation system.The comprehensive evaluation results show that the function of employment promotion had been weakening on the whole from 2006 to 2011 and then gets gradually strengthened.Based on the index weights and the evaluation results,combined with the economic and social development of Yunnan Province,it is found that the problems in the process of promoting employment are the narrow coverage of employment functions,the low expenditure of unemployment insurance funds and the poor effect of employment promotion measures.Through the analysis of causes,it is concluded that the factors restricting the function are the lack of the orientation of employment promotion,defect of the institutional design closely related to the function,and the imperfection of the employment promotion measures.In order to provide reference for the improvement of the function of employment promotion of the unemployment insurance system in Yunnan Province,this paper introduces the relevant experience of foreign unemployment insurance system and re-employment service,and summarizes the experience of domestic pilot regions.Finally,on the basis of the above,this paper puts forward targeted optimization suggestions for the function of employment promotion of unemployment insurance in Yunnan Province.Firstly,clarify the employment orientation of the unemployment insurance system and expand expenditure related to employment promotion to increase the intensity of employment promotion.Secondly,reform the design of the unemployment insurance system in terms of coverage and unemployment insurance benefits to activate the potential of the unemployment insurance system to promote employment.Thirdly,improve the employment service system,establish an assessment mechanism for the reemployment ability of the unemployed to offer targeted employment services,and realize the effects of employment promotion measures such as job search guidance,job match and vocational training.With the joint efforts of increasing fund guarantee,optimizing system design and improving employment services,the pace of reemployment of the unemployed will be accelerated and the quality of reemployment will be improved. |
