Research On The Function Of Unemployment Insurance To Promote Employment In Hunan Province

The issue of employment and unemployment has always been a topic that the government and people attach great importance to.It has always been an important concern for the economic and social development of all countries in the world.It is not only related to the vital interests of the people,but also reflects the political,economic and livelihood development of a country and region.situation.In 2020,Hunan Province issued the "Implementation Opinions on the Implementation of the Important Instructions for Employment Work in Hunan by General Secretary Jin Ping during his visit to Hunan",which will promote the realization of fuller and higher-quality employment through the "six major plans".With the continuous development of unemployment insurance,it plays a vital role in the social insurance system.It can not only provide livelihood security for the unemployed,but also stabilize social order and promote reemployment.At the same time,unemployment insurance also plays an active role in stabilizing jobs and assisting enterprises in the face of public health emergencies.Therefore,the research on the promotion of employment by unemployment insurance has practical significance.This paper first combs the relevant literature at home and abroad,and expounds the concepts and theories involved in this study.Then it reviews the development process of unemployment insurance system in Hunan Province,and analyzes the current situation of unemployment insurance promoting employment in Hunan Province.In order to understand the current situation of the employment promotion function of unemployment insurance in Hunan Province,this paper adopts questionnaire survey and in-depth interview.At the same time,this paper uses the comprehensive evaluation method to analyze the current situation of the unemployment insurance system in Hunan Province,selects the 2010-2019 China Labor Statistics Yearbook,Hunan Province Statistical Yearbook and other public data,calculates various evaluation indexes,and finally calculates the comprehensive evaluation value.From the results,the unemployment insurance system in Hunan Province is stable and good,and the development trend is considerable,But there are also many shortcomings.Finally,on the basis of investigation,analysis and comprehensive evaluation,this paper summarizes the existing problems and reasons,and puts forward some targeted suggestions combined with the actual situation,realistic background and the latest policies of Hunan Province.The first is to optimize the unemployment insurance and promote the construction of employment system.It includes expanding the coverage of unemployment insurance and bringing flexible employment personnel into the scope of security;Improve the effectiveness of unemployment insurance fund expenditure,and promote the effective play of the accumulated balance of unemployment insurance.The second is to establish an emergency mechanism of unemployment insurance to promote employment.For example,in order to improve the emergency response ability of unemployment insurance,we can set up emergency fund and personal account to alleviate the sudden crisis.Finally,improve the accuracy of unemployment insurance to promote employment services.It includes improving the accuracy of unemployment insurance,opening up unemployment insurance through vocational training,and promoting the "last mile" of employment;Improve the ability of unemployment insurance to protect special groups,improve the relevant system and ability of unemployment insurance,and implement precise anchoring and precise guarantee.
