Since the establishment of the unemployment insurance system in the early 1980 s,combined with multiple factors such as economic conditions and population density,and through the practice and development of different provinces over the years,China’s unemployment insurance system has been basically improved through many reforms and revisions.However,it should not be ignored that the unemployment insurance system still has the problem of "paying attention to security,not paying attention to employment".Although the basic life function of unemployment insurance has been given a good play,the function of promoting employment and reemployment is obviously inadequate.This kind of situation is particularly prominent in Jilin region,where the economy is underdeveloped and the brain drain is serious.Therefore,from the perspective of promoting employment,studying the promotion effect of the unemployment insurance system on the unemployed and the unemployed can theoretically enrich the relationship between the social security system and promoting employment.Through studying the policy system of unemployment insurance system,giving play to the key role of Jilin Province unemployment insurance system,in promoting employment,is also of great policy value and practical significance.The research object of this article is the operational effect of unemployment insurance system in Jilin Province in promoting employment,based on the theory of natural unemployment rate,social equity theory and Keynesian unemployment theory,combined with the first-hand data obtained from field research,the literature analysis method,the empirical analysis method and the qualitative and quantitative analysis method are selected for further research and analysis.Firstly,this paper gives a comprehensive overview of the background of the topic,the significance and value of the topic,the content and method of the research,the current situation of domestic and foreign research,and defines and summarizes the relevant concepts and theories;secondly,the current situation of the implementation of the unemployment insurance system in Jilin Province from the perspective of promoting employment is explained,and the analysis concludes that the statutory coverage of the existing unemployment insurance system is relatively narrow,the payment standard of insurance benefits is single and the collection standard is not reasonable,the expenditure on promoting employment is relatively small,the use efficiency of the unemployment insurance fund is not high,and the insured have no strong awareness of enjoying unemployment insurance benefits.The problems of unemployment insurance system in Jilin Province from the perspective of employment promotion are analyzed and summarized,and the reasons for these problems are analyzed.Lastly,we analyze reasonably define "involuntary" unemployment,expand the coverage of unemployment insurance,implement the mechanism of differential rates,reasonably adjust the level of benefits and payment standards,the innovative ways of fund use,promote the employment agency subsidy policy,strengthen the ability of self-monitoring of unemployment insurance,and smooth the channels of unemployment insurance benefits application.The government also proposes countermeasures to improve the unemployment insurance system in Jilin Province,such as expanding new ways of policy publicity,and strengthening the awareness of the insured residents to enjoy the benefits. |
