We will deepen the reform of the talent development system and mechanism and gather talented people from all over the world to make use of them.The key is to adhere to the principle of the Party exercising leadership over personnel management and accelerate the formation of a favorable work pattern of talent development priority.Talent work is a difficult and complex system engineering.In practice,we should persist in carrying out and constantly improve the special reporting system for talent work,strive to "materialize" the talent work task,"materialize" the responsibility,and "specify" the goal,and constantly enhance the pertinence and effectiveness of the reporting work.We should fully mobilize the enthusiasm,initiative and creativity of party committees,organizational departments and member units at all levels,to make them stand on the front line of talent work,take the initiative,take the responsibility,and promote the talent work to obtain new achievements.This paper focuses on the theme of "improving the special work of talents".In Nanchang talent work special duty mechanism and practice as the research object,it has studied for nearly two years through going deep into all counties and districts of the city(including development zones and new districts),members of the municipal leading group of talent work(including subordinate units)and some enterprises with relatively concentrated talents.The survey was conducted through the issuance of questionnaires and individual interviews to talents and talents workers.This paper summarizes the definition of the personnel work special reporting mechanism,expounds the main methods,existing problems and reasons of the current personnel work special reporting,summarizes and refines the path and direction of the improvement of the personnel work special reporting,in order to further improve the standard,scientific and institutionalized level of the personnel work special reporting.In addition,we should focus on personnel work,implement the principle of the Party exercising leadership over personnel management,and implement a more active,open and effective talent policy,so as to gather all kinds of outstanding talents into the development cause,and really let the creativity of all kinds of talents burst out in a race,and the full flow of intelligence and wisdom.
