The Operating Mechanism Of The President 's Accountability System Under The Leadership Of The Party Committee: Status Quo, Problems And Countermeasures

Principal Responsibility System under the Leadership of the Party Committee, as the leading system of Chinese universities, has promoted the development of Chinese higher education effectively and ensured the political stability of Chinese universities during more than two decades after its formal implementation. However, besides the improvement, problems cannot be ignored. Improving and perfecting this leadership system constantly can promote the development of Chinese higher education better. It is helpful to improve this system to have a deep understanding about the operation mechanism of the leadership system of universities.Taking A University as the case, by analyzing the relation among Party committee and administration, the two main systems in the university, and other relevant departments, this research aims to find out the problems existing in the leadership system in A University, analyze the reasons for the problems and in the end propose some countermeasures and suggestions.The research methods adopted by this paper are questionnaire method, interview method and observation method. Questionnaire method used to explain some questions by analyzing a certain amount of data. Therefore, the author handed out a great number of questionnaires to the faculty and students of the university. After the collection of questionnaires, Excel 2007 was used to analyze the data. Interview method and observation method belong to qualitative research, which have a strong advantage in further observing the research object and gathering the firsthand information. Consequently, the author interviewed some cadres of A University in order to have a good understanding about the deep contradictions and problems of the leadership system in the university. The author has an internship experience working in the administration office of A University, and during that period of time, I observed the organization establishment of the Party committee and administration in the university, understood the relation between them and gained the first hand information about the operation mechanism of Principal Responsibility System under the Leadership of the Party Committee. The research contents include three main parts. At first it analyzes the evolution process, connotation and spiritual essence of Principal Responsibility System under the Leadership of the Party Committee. With the first part as the background knowledge, this research then describes the present operation of the Principal Responsibility System under the Leadership of the Party Committee of A University. At last, by means of some collected materials, the problems existing in this system and the reasons are discovered, followed by some suggestions and measures.The results show that:1. There are a great many students and faculty members, even Party members of them do not know the existence of Principal Responsibility System under the Leadership of the Party Committee or have a vague understanding about it. That causes various obstructions in the implementation of specific work and thus affects the operation efficiency and the final effect.2. The division of responsibility between the Party committee and administration departments in A University is not clear enough, which results in that the responsible person for some work is not explicit and that also influences the final work efficiency.3. The democracy of decision-making process in the university needs to be further improved.In the end, for the problems, the following suggestions are provided. First, learn the western board system. Second, enhance the publicity and carry out intensive study and education work, making all the faculty member realize that the Principal Responsibility System under the Leadership of the Party Committee accords with our national conditions and is the leadership system that must be insisted by universities. Third, speed up system innovation and constantly improve the management system with clear responsibilities and rights as well as the working mechanism. Forth, continuously improve the democracy of decision-making process. It is hoped that the above suggestions will help to solve the problems faced by the Principal Responsibility System under the Leadership of the Party Committee of A University.
