In the competition of the world,the role of talent is becoming more and more obvious.We can say that if a conuntry after winning the war for talent,the war of the economic between countries can be win.Based on the recognition of the importance of talents,countrys pay more and more attention to talents.In recent years,development of all parts of the country gradually shows the outstanding role of talents.Not only the fist-tier and second-tier cities,but also all the provineces in China have proposed their own recruitment plans,even also country-level government are also rushing to introduce policies on talent introduction.Henan is at the critical moment of the rise of the central China,and the demand for talents is even strong.The provincial government's talent plan determines the general direction of the province's economic development.As an important department of the national administrative divisions,the country-level government is very important to inherit the provincial and municipal policies and to build the villages and towns.County-level government talent work is the basis of provincial talent workAs a county-level city under the jurisdiction of Pingdingshan City,Henan Province,Ruzhou City was established in 1988,and advanced in counties and county-level cities in Henan Province.In recent years,with the industrial transformation and upgrading,Ruzhou has also made great efforts in the introduction of talent,and achieved certain results.However,due to the lag of talent work and the restrictions of county-level government policies,there are still many defects in talent introduction.Based on the theoretical review of the introduction of talents at home and abroad,this study compares the policies of introducing talents from different regions and cities,aiming at learning their advanced experience of successful talents and comparing the shortcomings and shortcomings of the talent policy of Ruzhou.Combining local economic development,especially the development or pillar industries,we porpose is to exploring the talent introduction measures which more suitable for the city,so as to play the better role of talents in the local economic development.This paper uses the talent flow decision-making model and the achievement incentive theory as the theoretical tools to analyze the current situation of talents in Ruzhou City and the effectiveness of talent introduction policies.It is found that the current situation of talents in Ruzhou City has the characteristics of relatively insufficient total amount and prominent structural contradictions.There are also problems in the introduction of talents in the city,such as the difficulty of introducing and losing,the relatively poor treatment of talents,and the insufficient use of talents.By analyzing the causes of the problems,combined with the advanced experience of talent introduction policies in different levels of cities in China,we will get the enlightenment from formulating the talent introduction policy which is precise,systematic and feasible.On this basis,the author puts forward optimization suggestions for the talent introduction policy of Ruzhou City,including deepening the understanding of talent capital and forming an overall social atmosphere;conducting talent investigation and setting targets for precise introduction;perfecting the talent introduction policy,and truly retaining talents;The mechanism is to use suggestions such as using talents.
