The Countermeasures Research Of Shaanxi Provincial High-level University To Create First-class University

Under the background of global knowledge economy,the first-class university has become an important strategic resource for a development of various countries.In order to response with the increasingly fierce international competition,the State Council put forward the policy of building a first-class university based on the national rejuvenation program.In 2017,with the announcement of the national “first-class university and first-class subject” construction plan,every province in China has taken active actions and issued special support policies successively.As an important force in shaanxi province,the provincial high-level university is a major force,but it is not strong in comprehensive strength,is responsible for mission critical “nexus” in the creation of first-class university in Shaanxi.Based on the construction of the first-class university,this paper makes a discussion on the analysis of the gap in the literature,the theoretical discussion,the gap analysis,the empirical reference,the countermeasure discussion and the general idea of the summary prospect.Using the method of literature study,comparative study and case study to explore the shaanxi provincial high-level university countermeasures for construction of the first-class university,focusing on research to solve the following several aspects: Firstly,analyzing the shortcomings and restriction factor of construction of first-class university in shaanxi provincial high level university by analyzing the present situation in the construction of shaanxi provincial high-level university,and compared with the differences of the first-class universities.Secondly,through the analysis of the successful experience of the first-class public universities in the United States,the general rules and special laws of the success of the first-class universities are summarized.Thirdly,aiming at the specific situation of the high levelconstruction university in shaanxi province,this paper puts forward the countermeasures to create a first-class university.The main conclusion of this paper is: The first,further clarify the high level university,domestic first-class university and the world first-class university concepts and standards,for regional high level university construction first-class university to provide theoretical basis and reference.The second,through shaanxi province economic data,the regional structure of industry of shaanxi provincial high-level university status quo and gap analysis,thinking that the main contradiction of education and local economy matching degree is not high,the unclear orientation of talent training,teacher strength is weak,lack of discipline advantage and restricting the development of management system.The third,the paper puts forward the countermeasures of establishing a first-class university in shaanxi province.First,adhering to the philosophy of running the school,and establishing a first-class university with shaanxi characteristics.Second,reforming the talent training model and cultivate innovative talents in service areas.Third,improving the teaching staff and build a first-class teacher team.Fourth,defining the direction of the subject and establish a discipline brand with shaanxi characteristics.Fifth,promoting institutional innovation to form internal and external governance.In this paper,based on the shaanxi provincial high-level university in social and economic development gap and build first-class university,profound analysis of the inherent contradictions,limiting and based on the essential features of shaanxi provincial high-level university,and draw lessons from the successful experiences of American first-class universities public put forward countermeasures of shaanxi provincial high level university construction first-class university.
