Under the background of increasingly close cooperation and exchanges among all countries in the world,the internationalization of higher education led by the flow of international students has increasingly become an important strategy for all countries to participate in international development competition.The transnational mobility of such personnel has not only become an internal demand for the development of higher education in various countries,but also an export-oriented service product for the international market due to its liquidity and investment properties.As a result,Sexual development is of great value.With the deepening of the internationalization of higher education,the forms of cross-border flow of students in universities are also becoming increasingly diverse.The regional mobility represented by the EU has become another highly competitive development strategy in the international mobile market.This study discusses the background of regional international student mobility in Europe.It illustrates the necessity and significance of mobile development from the international level,the European level and the personal development of students.It also expounds the development value of Erasmus’ s plan in Europe,Using literature and historical analysis to explore the evolution process of Erasmus plan,analyzing the development stages of cross-border mobility of students and the strategic needs of each stage of the plan adjustment;the same time,the use of comparative analysis of the current Erasmus plan Regional mobility of students of the current situation and the development of fluid impact analysis for the development of regional integration of developing countries and regions in the process of flow of interest conflicts and differences in development issues.The study finds that due to the spillover effects of transnational mobility ofstudents beyond the educational development,the development of mobility in all countries is expected to reflect the trend of competition for international resources and national interests.Different levels of development between countries and regions and their global influence restrict their share of the force and interest in the international mobility of students.Economic factors are still the key factors that affect the efficiency of transnational mobility among students.Transnational mobility in the form of a region has even more advantages and competitiveness in the international mobile market.It provides all countries with sufficient opportunities and space to pursue common interests in mobile development.However,the unbalance between the opportunities,the development process and the impact of the countries and regions in the process of regional mobility restricts the overall development of the internationalization of European higher education and hinders the international development of students in disadvantaged regions or countries.The results of this study provide some reference value for our country in the current situation and on the development opportunities of "One Belt and One Road",in promoting exchanges between students in universities and colleges in different regions and countries.
