With the development of economy and society,the trans-regional population flow is more and more frequently,a large number of surplus rural labors are flowing to the city,and gradually from individual flow to family transfer form,their children’s compulsory education problem gradually evolves into social problems.How to make children of migrate workers like local registered students to enjoy equal compulsory education in the inflow has become an important issue to be solved by all levels of government.The balance of teachers resource allocation is an important element of compulsory education equilibrium,in the19 major reports of the party point out that to speed up the equalization of basic public services,to promote education equity,to train high-quality teachers,to do a good job of educating the people,to make children enjoy a fair and quality education,this paper takes the teachers allocation in the compulsory education stage for children of migrate workers in Harbin as the object of analysis,and probes into the promotion of their balanced allocation.Based on the definition of the concept of teachers allocation of compulsory education for children of migrate workers,this paper based on the theory of the equalization of basic public services,uses the methods of literature reading,questionnaire and interview,to analyze quantitatively and qualitatively the status quo of compulsory education teachers in children of migrate workers in Harbin.This paper points out that there are some problems in the distribution of the teachers compulsory education for children of migrate workers in Harbin at present,such as inefficient allocation,inadequate policy implementation,unreasonable flow of teachers,and low level of satisfaction of children of migrate workers teacher training,and analyzes the government inadequate guidance on compulsory education and the system of teacher exchange.Children of migrate workers school teacher title evaluation is disadvantaged,children of migrate workers school teachers training and not to pay attention to the causes of these problems.Finally,this paper systematically analyzes the countermeasures to promote the balanced allocation of compulsory education for children of migrate workers in Harbin,from the aspects of strengthening theGovernment function,establishing a reasonable mechanism of teacher mobility,improving the quality of teachers’ training in children of migrate workers schools,and reforming the policy of children of migrate workers’ school teachers. |
