At present,with the increasing demand for mass diversified sports,public sports as an integral part of social undertaking is increasingly valued by the central and local governments.In the process of China’s social transformation,the public sports purchased by government as a public policy to deepen reforms in the sports field has a positive effect on accelerating the transformation of government functions,stimulating social vitality in an all-round way and satisfying public sports supply.The research object in this paper is the retardation factors of Liaoning provincial government purchasing public sports service from the perspective of policy implementation.This paper uses literature material,questionnaires and interviews to obtain relevant information.After understanding overall situation of the policy implementation of Liaoning provincial government purchasing public sports service,this paper uses NVivo 11 software ancillary analysis the constraints of policy implementation by policy itself,executing agencies,target groups and external environment.The results are as follows:1.According to statistics,Liaoning provincial issued 11 documents concerning“Government Purchase of Public Services” from 2014 to the present,laying the good institutional foundation of policy implementation.2.In 2014,Liaoning provincial issued the first document about “Guiding Opinions on the Government Purchase Services from Social Forces”,by then to start the process of government purchasing public sports services institutionalization.In 2015,the government opened up practical exploration.From 2016 to the present,through continuous promotion,the government has deepened the implementation of purchase public sports services.3.Liaoning provincial in process of purchasing,the services contents can be divided into:sports activities and events,sports venues and facilities,physical monitoring guidance,and sports information consulting.Most of the purchase methods are non-competitive.The sports departments supervision of undertaking subjec is mostly internal supervision.The implementation of Liaoning provincial government purchasing public sports services is hindered by the policy itself.First,the provisions of some policies are ambiguity,thus weakening the pertinence of implementation.Second,some of the policies are lacking in support,and it isdifficult to solve the contradiction between public sports demand and supply in a timely manner.4.Obstacles of the executing agencies mainly include: Liaoning provincial has many enforcement agencies involved in the purchase of public sports services,and the cross-cutting powers and responsibilities of these organizations are likely to restrict the policy implementation.Secondly,the resistance attitude of executives towards this new-born policy is also not conducive to implementation.5.Obstacles of the target groups mainly include: the inadequacy of undertaking subject’s own abilities and the interdependent relationship between undertaking subject and purchasing subject.It is difficult to really mobilize social forces to participate in the provision of public sports services,so there are certain restrictions on the effective implementation of policy.6.Obstacles of the external environment include: high concentration of political power,persistently depressed economic environment,and obstructed information release platforms.Therefore,the development of policy implementation of Liaoning provincial government purchasing public sports service is relatively slow,and there is still a certain distance to provide quality sports services for the public.Based on the above findings,this paper put forward four aspects of recommendations:(1)Refine and clarify the top policy direction.(2)Promote the ability to implement policy by dividing powers and dividing responsibilities.(3)Improve the social competitive advantage of undertaking subjects.(4)Create a good macro-external purchasing environment.
