Research On Methods About Governments Purchasing Basic Public Services Of Large-scale Gymnasium

Large-scale sports venues are the material basis of the sports public service system,which plays an important role in promoting national fitness and improving people’s livelihood.The meaning of government’s purchase of basic public service follows: On the one hand,is the internal driving force of the market reform of the sports market,on the other hand,is an effective way to realize the optimal allocation of the public resources of the stadium,so as to realize the economic and social benefits of the public resources.Based on the investigation of Nanjing Wutai Mountain Sports Center,Shanghai East Asia Sports Center and Shanghai related sports venues,the paper mainly uses the method of literature,field investigation,interview,questionnaire survey and so on according to the public satisfaction survey on requirement for government’ purchase of basic public service and the current major government procurement methods of interviews and research.From the case analysis I draw the relevant experience and common problems,and then put forward the corresponding countermeasures and suggestions.The conclusion is:1.Public sports venues faces many problems in the operation and application.Government buying basic sports services venues,from the macro perspective can achieve the effective allocation of venues and the rational use of the basic public services related to people’s lives,is also an important part of the government’ service function.Therefore,this behavior needs to take the social and economic benefits into account.2.Although there are many aspects of development in government’s behavior,there are still many kinds of problems like low residents’ satisfaction,low quantity and quality of services,lack of supply of public service providers,monotonous purchasing method and nonstandard purchasing behavior and so on.3.To improve the service functions of sports venues,first step is to strengthen the construction of service channels and increase ways of service,and to actively cooperate with social sports organizations to improve the content system of sports venues;government should control the flow of funds,and increase capital investment to attract social capital to participate in government procurement of basic public services in sports venues to enrich government procurement methods,subdivide government’s subsidies and content and standardize the government purchase procedures and safeguard measures.
