The 19th CPC National Congress points that we must progress the education equality and make sure every child possesses the quality and equal education.The third plenary session of18th CPC National Congress reaffirms that we need to advance the education equality,decrease the gaps between different regions,city and country areas,and different schools.In the 1990s,the Compulsory Education Law is published.The School District System in the law stipulates that the exam and tuition should be exempted from enrollment of compulsory education.School enrollment should be in the nearest one.Different governments including Yanta District in Xi?an made School District regulations which made the school as the center in the School District,to put into effect of country?s law.Cross district enrollment is prohibited.However,the optimization is not realized due to the following reasons:the educational resources are not equally distributed and excellent resources are rare;School District System is not well implemented;the laws and regulations are not sound,relevant rights and responsibilities are not clear and supervision system is not perfected;in China,all the parents still hold the aspiration that their child must stand out from the other children so they must seize every opportunity to provide their kids the best educational facility from the very beginning.This article focuses on School District System in the Compulsory Education period.It articulates and analyzes problems and its reasons of School District System.The article follows the direction of School District System and education system.It uses public product and basic public service equality theory in the practice.The article suggests the following practices:optimize educational resources allocation and enhance the equality;share the School District System facilities and decrease the gap between different schools;introduce the competition system;perfect laws and regulations,make clear of the relevant rights and responsibility,and enhance supervision;guide the concept of parents.All the efforts are made to enhance the School District System in Yanta District,basic educational development,balanced distribution of educational resources and equality level.
