Education is the foundation of the development of science and technology and training talents, reform and opening-up, levels of education in our country enterprise accelerating development, in order to promote China's economic and social sustainable development made great contributions. Are mandatory, free and compulsory education universal, the three basic characteristics need to form a complete set of policy system guarantee, neighborhood school is an important part of the policy system. Compulsory education in our country law policy has been emphasized neighborhood school, the system safeguard effectively promote the equality of educational opportunities for children, maintain the education fairness, to promote the balanced development of compulsory education. For countries to achieve the goals of education, improve education unfair phenomena occur, reduce the negative influence brought by neighborhood school problems, neighborhood school need timely adjust. Current our country compulsory education development is not balanced, urban and rural dual social structure differentiation, thus neighborhood school as one of the important ways to curb school choice, promote education fairness, become the focus of government attaches great importance to and social concern.Jinnan district as one of the four areas around the city of tianjin, administrative division for villages and towns, with the actual situation of floating population base is very big, so the jinnan was investigated as a representative of the agricultural administrative area of tianjin near the entrance in the process of implementation of a series of problems.Based on the actual situation of tianjin jinnan, compulsory fair education theory, with the actual survey and the interview as the breakthrough point, through the use of a variety of research methods in tianjin jinnan district neighborhood school problems are analyzed and summarized, on the basis of the adjustment to the nearest entrance problems some Suggestions. First of all, this article introduction from the selected topic background, research significance, research status at home and abroad, research ideas and methods and research content to start, review this topic in domestic related research present situation, the article made a gross generalization. Secondly this paper combed the tianjin nearby enrollment policy evolution course and the execution effect neighborhood school in tianjin, and illustrates the practice condition, must be the overall breakthroughs were made in reform of the education in tianjin.
