In rural communities, the village committees have long been the main undertakers of community services. They mainly provide services to villagers in an administrative manner. This top-to-bottom service approach cannot correspond to the needs of villagers in time, which sometimes result in serious waste of resources and ineffective services with Increasing spiritual and cultural needs. The introduction of social work into rural communities is conducive to the realization of innovations in the governance of rural communities and effective solutions to the last-kilometer problem of social services and village cohesion. This study is based on the practice of social work in community service in Z village,as an independent third party, combined with the government’s top-down administrative requirements and the bottom-up service of social work.Guided by the developmental social work, social workers successfully involved children, adolescents, community activities and other community service areas according to evaluating the needs—designing service —planing —assessment and summary of the service process.Social workers have successively organized a series of service activities such as the WeChat Study Group, the Happy Tumbler Group, the Community 4:30 Classroom, the K Song Competition, the Answer to the Villagers’ Question, and the 2nd Fishing Festival. From the beginning, all activities were led by social workers, participated in by all citizens, and social workers found active villagers and trained community leaders at last. From organizing activities independently to assisting village committees, social workers slowly withdraw from the role of the protagonist. The position of the social worker has gradually become clear. The situation of the community service has opened one by one, gradually creating a community of villages that interacts with each other, helps each other, participates in the community, and trusts each other. In the end,a model of rural social work service was formed with the guidance of the social worker stationed in the village, the decision of the two committees, and the active participation of villagers.Under this model, social workers need to fully consider the needs of different entities and establish good relationships with different entities, carrying out services on the basis of integration and achieving in-depth results.Differentiating community services and community development and defining social work as a method, many parties formed common directions and paid attention to individual needs of villagers and community-level needs. Finally,I put forward corresponding policy recommendations.First, increase the awareness and popularity of social work in township governments;Second, pay attention to the effectiveness of social work;Third,we must define the orientation of social workers and form a common goal with the government.
