S city at first pilot five community comprehensive service center and on the basis of summarizing experience to develop.The author use of case study method to collect and analysis S city social work development background, the five pilot community comprehensive service center development background and the pilot club suit "community comprehensive service center monthly report" and so on the data material, In the embedded and construction under the perspective of the theory of "background foreshadowing, first order abstract, second order abstract and three order abstract" linear analysis model to analyze the data path.The study found that the S City pilot social service development is social work embedded development and construction process, embedded into the system of community social service system and constructed of vertical and horizontal integration principle with the concept of community as a carrier of social work to the development of the Community Service Centersocial service system. Experience in the preparation and operator of the S City pilot community social service should insist on the autonomy of the operators to enhance the participation of the community, to fully exploit the integration of resources, enhance social work professional capacity main service team and focus on team building.
